According to the requirements of the Party's general line during the transitional period, the basic task of the First Five-Year Plan is to concentrate on the main efforts to carry out the construction of the 156 construction units that the USSR had helped to design for China and that consisted of a limit of 694 construction units above the quota, to establish the initial basis for socialist industrialization in China; to develop some collectively owned agricultural production cooperatives and handicraft production cooperatives, to establish the initial basis for the socialist transformation of agriculture and handicrafts; to basically complete the further socialist transformation of capitalist industry and commerce and of the bourgeoisie; and, in the area of transportation, postal and telegraphy, to build correspondingly some railroads and highways, expanding inland navigation, increasing the construction of coastal ports, and establishing postal and telegraphic facilities in important cities and industrial and mining districts to serve industrial production and people's life; basically completing the land reform; adopting the state-capitalist form of further socialist transformation of the capitalist industry and commerce and the bourgeoisie; establishing workers' supervision in the private sector; and beginning to carry out further bourgeois socialist transformation.
