What is the meaning of the motion? A bill refers to the original bill submitted to the people's congress at the corresponding level or the meeting of the people's congress for deliberation and decision by the statutory organs and representatives of the people's congress in accordance with legal procedures.

The law clearly stipulates the proposal, contents and handling procedures of the bill:

(1) The sponsor must be an organ or representative specified by law. The local organization law stipulates that when local people's congresses are in session, the presidium, standing committees, special committees, governments at the corresponding levels, local people's congresses at or above the county level 10 or more, and people's congresses at townships, nationality townships and towns/5 or more may submit proposals to the people's congresses at the corresponding levels. At the same time, it is stipulated that the meeting of directors of local people's congresses at or above the county level, local people's governments at or above the county level, special committees of people's congresses and people's congresses of provinces, autonomous regions, municipalities directly under the central government, autonomous prefectures and cities divided into districts may jointly submit bills to the people's congresses at the corresponding levels.

(2) The contents of the bill must be matters within the scope of functions and powers of the people's congress at the corresponding level or the people's congress as prescribed by law. According to law, local people's governments at all levels and their subordinate departments, people's courts, people's procuratorates and other organs or other organizations should formulate administrative regulations, adjust administrative divisions, adjust institutional establishment, apply for economic and cultural construction projects, increase labor wages, solve a special fund and other matters, and should not be put forward as bills.

(3) The motion shall be put forward within the prescribed time limit. At the first meeting of the presidium of each meeting, the people's congresses at all levels shall make a decision on the deadline for deputies to submit proposals. The legal proposing organs and representatives may propose bills before or during the meeting, but they must do so before the deadline decided by the presidium.

(4) The proposed bill shall clearly state the cause of action, evidence and plan in accordance with the requirements of the law. The cause of action refers to the reasons for the motion; The case refers to the basis of the proposal; Scheme refers to the specific methods and opinions to solve the problem. If it is a legislative bill or an amendment to local regulations, it shall be accompanied by a draft law, local regulations or amendments.

What is the main process of handling bills? What are the procedures for handling bills stipulated by law? After a delegation or representative jointly proposes a bill, the presidium can handle it in the following three ways: first, it decides to put it on the agenda of the conference; Second, it is not included in the agenda of the conference; The third is to submit it to the relevant special committees for deliberation, put forward opinions on whether to include it in the agenda of the meeting, and then decide whether to include it in the agenda of the meeting.
