According to the spirit of the the State Council 1 14 executive meeting and the requirements of the Notice on Printing and Distributing the Work Plan for Fully Implementing the Ultra-low Emission Energy-saving Transformation of Coal-fired Power Plants (UNCED [20 15] 164) jointly issued by the Ministry of Environmental Protection, the National Development and Reform Commission and the Energy Bureau, the action plan of our province will be further promoted. I. Work objective 1. Active duty troops. By the end of 20 18, all the in-service coal-fired generating units in our province that meet the transformation conditions will achieve ultra-low emission (that is, under the condition of 6% benchmark oxygen content, the emission concentrations of soot, sulfur dioxide and nitrogen oxides will not be higher than 10, 35 and 50 mg/m3 respectively), and by 2020, the emission concentration of soot from Changsha, Zhuzhou and Xiangtan units will not be higher than 5 mg/m3; By 2020, the average power supply coal consumption of the existing coal-fired generating units after transformation will be less than 3 10g/kWh. Encourage W-flame boilers to implement ultra-low emission upgrading (relevant policies will be introduced in due course). Before the end of 20 17, the coal-fired power generation boilers (including small thermal power units and cogeneration units) with a capacity of more than 65 tons will be upgraded to achieve stable discharge standards. 2. Units under construction and newly built. In principle, ultra-supercritical units of 600,000 kilowatts and above should be used in the construction and new coal-fired power generation projects in the province, and the average coal consumption for power supply is less than 300 grams of standard coal/kWh; The emission of air pollutants meets the requirements of ultra-low emission limits. In principle, the heating units and circulating fluidized bed low calorific value coal-fired generating units built and newly built in the province adopt supercritical parameters, and the designed power supply coal consumption of 300,000 kilowatts heating units is not higher than 300 grams of standard coal/kWh; For circulating fluidized bed low calorific value coal-fired generating units, the designed power supply coal consumption of 300,000 kW generating units is not higher than 3 10g standard coal /kWh, and that of 600,000 kW generating units is not higher than 303g standard coal /kWh. Air pollutants meet the requirements of emission standards and total amount control, and are encouraged to meet the requirements of ultra-low emission limits. 2. Task 1, for the coal-fired units in service with transformation conditions, the ultra-low emission and energy-saving transformation should be completed according to the time requirements. On the premise of ensuring the safety of power supply, the ultra-low emission transformation task originally planned to be completed by 2020 in our province will be completed before the end of 20 18, that is, the in-service 2 1 unit with transformation conditions needs to complete the ultra-low emission transformation according to the time schedule (see annex 1), and the capacity of the transformed unit is about1060,000 kilowatts; 37 units need to complete the energy-saving transformation according to the time schedule (see Annex 2), and the capacity of the transformed units is about 6,543,800 kilowatts. Encourage enterprises to implement ultra-low emission transformation of W-type flame boilers. 2, the 65 tons of coal-fired boilers (including small thermal power and cogeneration units) to implement upgrading. Before the end of 20 17, all coal-fired boilers with 65 steam tons and above must be equipped with high-efficiency desulfurization, denitrification and dust removal facilities, and flue gas denitrification will operate under all working conditions, and flue gas bypass channels are not allowed. After the transformation, the emission concentration of soot, sulfur dioxide and nitrogen oxides should reach the standard stably. 3, the implementation of eliminating backward production capacity and does not meet the requirements of relevant mandatory standards. Enterprises should carry out independent elimination of thermal power units and small thermal power coal-fired units owned by enterprises that meet the elimination conditions; If the coal consumption of power supply is higher than the average level of similar units of 5 grams of standard coal/kWh or above, the thermal power units and small thermal power coal-fired units of enterprise-owned power plants should speed up the implementation of energy-saving transformation; Enterprise-owned thermal power units and small thermal power coal-fired units that do not meet the emission standards of atmospheric pollutants should speed up the implementation of environmental protection facilities transformation and upgrading. Priority will be given to eliminating units below 300,000 kilowatts that still do not meet the energy efficiency and environmental protection standards after transformation, especially pure condensing units that have been in operation for 20 years and condensing thermal power units that have been in operation for 25 years. Units included in the elimination plan no longer require transformation, but must ensure that air pollutants meet the standards. 4. Standardize the implementation of ultra-low emission monitoring and strengthen the operation and management of facilities. After the transformation of ultra-low emission units is completed, a qualified continuous monitoring system (CEMS) for flue gas emission must be installed in accordance with the relevant provisions of Technical Specification for Continuous Monitoring of Flue Gas Emission from Specific Pollution Sources (HJ/RT75-2007) to ensure the accuracy and reliability of monitoring data and the real-time uploading of monitoring data. It is necessary to establish a standardized operation management system and ledger, and realize the ultra-low emission level at full load and all time with minimum technical output. Three. Policy measures 1. Implement the electricity price subsidy policy. For coal-fired generating units that reach ultra-low emission level, according to the Notice of the National Development and Reform Commission, the Ministry of Environmental Protection and the National Energy Administration on Relevant Issues Concerning the Implementation of Support Policies for Ultra-low Emission Electricity Price of Coal-fired Power Plants (Xiang Fa Gai Price [2065 438+05] 165 438+05), electricity price subsidies will be given. For active units that have been connected to the grid before 20 16 10, the price of unified purchase of on-grid electricity will increase by 1 cent per kwh; For new units connected to the grid after 20 16 years in 2006 and 65438+1 October1year, the unified purchase of on-grid electricity will increase by 0.5 points per kwh. The above tariff increase standards are tentatively implemented until the end of 20 17, and the standards will be gradually reduced after 20 18. W-flame boilers and circulating fluidized bed boilers that have reached ultra-low emission levels through transformation also enjoy electricity price subsidies. 2. Reward power generation. According to the requirements of the supporting document "Implementation Opinions on Orderly Power Generation Development Planning" for power system reform, ultra-low emission coal-fired units are classified as second-class priority generating units to be guaranteed, and each unit is rewarded with no less than 100 hour of power generation utilization. In terms of power dispatching, priority should be given to the implementation of ultra-low emission transformation units to improve the load rate of efficient and clean coal-fired generating units. 3, the implementation of sewage charges reduction policy. According to the Notice on Adjusting the Collection Standard of Sewage Charge (Xiangfa Gaijiafei [2015] No.306), if the emission concentration of smoke, sulfur dioxide and nitrogen oxides of coal-fired power generation enterprises is lower than 50% of the pollutant emission limit set by the state, the sewage charge will be levied by half. 4. Increase financial support and emissions trading. Actively strive for the central government's special funds for air pollution prevention and control and provincial-level special funds, and adopt the policy of awarding instead of subsidizing units that actively implement ultra-low emission transformation and upgrading. Support and encourage enterprises to trade or buy back the residual emission rights generated by environmental protection transformation. 5. Identification of ultra-low emission and energy-saving indicators. After the ultra-low emission transformation and energy-saving transformation are completed and the unit runs 168 hours, the Provincial Environmental Protection Department, the Provincial Development and Reform Commission, the Provincial Economic and Information Committee and the Provincial Energy Bureau will organize the appraisal of its ultra-low emission effect and energy-saving transformation effect. Four. Organization and leadership (1) Strengthen the organization and leadership of the Provincial Environmental Protection Department, the Provincial Development and Reform Commission, the Provincial Economic and Information Committee and the Provincial Energy Bureau in organizing the implementation of this plan, strengthen coordination, carry out their duties and cooperate closely. The provincial environmental protection department is responsible for promoting the transformation and identification of ultra-low emissions of coal-fired thermal power units, implementing the sewage fee reduction policy, and strengthening the operation and management of environmental protection facilities of thermal power units; The provincial development and reform commission and the provincial energy bureau are responsible for promoting the energy-saving transformation and identification of coal-fired thermal power units, implementing electricity price subsidies and eliminating units; Provincial Economic and Information Committee is responsible for the implementation of priority scheduling and power generation incentives for ultra-low emission units. All localities and coal-fired power enterprises are responsible for ultra-low emission and energy-saving transformation of coal-fired power plants. It is necessary to carefully prepare the transformation plan, specify the upgrade time, and report the transformation plan to the Provincial Environmental Protection Department, the Provincial Development and Reform Commission, the Provincial Economic and Information Committee and the Provincial Energy Bureau before the end of March 20 16. And earnestly fulfill their responsibilities, implement projects and funds, and actively adopt the third-party environmental pollution control and contract energy management mode to ensure that the renovation project is completed on schedule and runs stably. (2) Strengthen the supervision and management of all localities and departments, strengthen the daily supervision and law enforcement inspection of coal-fired power generation enterprises, prevent enterprises from practicing fraud, and severely deal with enterprises that fail to complete the transformation task on schedule and fail to meet the emission standards according to law; Those who have enjoyed ultra-low emission preferential policies but the actual operation effect has not been achieved stably will be notified to the society, and the relevant preferential policies will be cancelled and punished according to the circumstances. (III) Strict assessment The Provincial Environmental Protection Department, the Provincial Development and Reform Commission, the Provincial Economic and Information Committee and the Provincial Energy Bureau will, in conjunction with relevant departments, assess the implementation of the "speed-up and expansion" of coal-fired power generation enterprises in strict accordance with this work plan, and make the assessment public.
