Need to be a manifestation of traditional culture; to the administrative region of the cultural administrative departments to declare, the process requires the submission of the declared materials waiting for screening, as follows:
Article VIII Citizens, enterprises, institutions, social organizations, etc., may be located in the administrative region of the cultural administrative departments of the intangible cultural heritage masterpiece project application by the acceptance of the cultural administrative departments of the hierarchical report. The main body of the declaration for the non-declaration of the project inheritor (group), the main body of the declaration shall obtain the authorization of the declared project inheritor (group).
Article 9 The provincial cultural administrative departments shall summarize and screen the declared items of masterpieces of intangible cultural heritage in the administrative regions, and after approval by the people's governments at the same level, submit the declaration to the Office of the Inter-ministerial Joint Conference. Units directly under the central government may submit declarations directly to the Office of the Inter-ministerial Joint Conference.
Article 10 The declarant shall submit the following information:
(1) application report: a brief description of the name of the declared project, the declarant, and the purpose and significance of the declaration;
(2) project declaration: a description of the history, current status, value, and endangered status of the declared project;
(3) protection plan: a description of the protection objectives for the next ten years, measures, steps and management mechanism, etc.;
(d) other necessary materials to help explain the declared project.
Article 11: Projects of the same kind inherited in different regions and enjoyed by different communities and groups may be jointly declared; the parties to the joint declaration shall submit a letter of agreement agreeing to the joint declaration.
Article 12: The Office of the Inter-ministerial Joint Conference shall, in accordance with the provisions of Article 10 of these Measures, examine and approve the declaration materials, and submit the qualified declaration materials to the evaluation committee.
Article 13 The Jury shall be composed of the relevant responsible comrades of the State cultural administrative departments and experts in the relevant fields, and shall be responsible for the evaluation of the masterpieces of the intangible cultural heritage at the national level and for professional consultation. The term of office of the Jury shall be four years. The Jury shall have a director and several deputy directors, with the director being the relevant responsible comrade of the State cultural administrative department.

Article 29 The competent cultural department of the State Council and the competent cultural department of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may recognize representative bearers of representative items of intangible cultural heritage approved and announced by the people's governments at their respective levels.
The representative bearer of a representative item of intangible cultural heritage shall meet the following conditions:
(1) be proficient in the intangible cultural heritage which he or she is carrying on;
(2) be representative in a particular field and have a greater influence in a certain region;
(3) actively carry out inheritance activities. The representative bearers of representative items of intangible cultural heritage shall be recognized with reference to the implementation of the provisions of this Law concerning the evaluation of representative items of intangible cultural heritage, and the list of the recognized representative bearers shall be published.
Article 30 The competent department of culture of the people's government at or above the county level shall, according to the needs, take the following measures to support the representative bearers of representative items of intangible cultural heritage to carry out transmission and dissemination activities:
(1) to provide the necessary places for the transmission of the heritage;
(2) to provide the necessary funds to subsidize them to carry out the activities of teaching apprenticeships, passing on the art, and exchanges;
(3) to support them to participate in social welfare activities;
( (C) support their participation in social welfare activities;
(D) other measures to support their inheritance and dissemination activities.
Article 31 The representative bearer of a representative item of intangible cultural heritage shall fulfill the following obligations:
(1) to carry out inheritance activities and cultivate successors;
(2) to properly preserve relevant objects and materials;
(3) to cooperate with the competent authorities in charge of culture and other relevant authorities in carrying out investigations of intangible cultural heritage;
(iv) Participate in the publicity of the intangible cultural heritage in the public interest.
If the representative bearer of a representative item of intangible cultural heritage fails to fulfill the obligations stipulated in the preceding paragraph without justifiable reasons, the competent department of culture may cancel his/her qualification as a representative bearer and re-designate the representative bearer of the item; if he/she loses the ability to transmit the items, the competent department of culture may re-designate the representative bearer of the item.
Article 32 The people's governments at or above the county level shall, in the light of the actual situation, take effective measures to organize the competent departments of culture and other relevant departments to publicize and display the representative items of intangible cultural heritage.
Article 33 The State encourages scientific and technological research relating to the intangible cultural heritage and research on methods of protection and preservation of the intangible cultural heritage, as well as activities such as the recording of the intangible cultural heritage and the organization and publication of representative items of the intangible cultural heritage.
Article 34 Schools shall, in accordance with the provisions of the competent department of education under the State Council, carry out relevant education on intangible cultural heritage.
The news media shall carry out publicity on representative items of the intangible cultural heritage and popularize the knowledge of the intangible cultural heritage.
Article 35 Libraries, cultural centers, museums, science and technology museums and other public ****cultural institutions and intangible cultural heritage academic research institutions, protection institutions, as well as the use of financial funds organized by cultural and artistic performance groups, performance venues and other business units shall, in accordance with their respective business, carry out collation of intangible cultural heritage, research, academic exchanges, and intangible cultural heritage representative items of the publicity, display.
