National policy on three to the countryside

Legal analysis: the three to the countryside refers to culture, science and technology, health "three to the countryside". Culture to the countryside includes: books, newspapers and periodicals to the countryside, theatre to the countryside, films and television to the countryside, and mass cultural activities; science and technology to the countryside includes: scientific and technological personnel to the countryside, scientific and technological information to the countryside, and popularization of science and technology; and health to the countryside includes: medical personnel to the countryside, support for rural health organizations, training of rural health personnel, and participation in and promotion of the development of the local cooperative medical services. It is to promote rural cultural construction, improve the social atmosphere in rural areas, close the relationship between the Party and the masses, and y implement the spirit of the Sixth Plenary Session of the 14th CPC Central Committee, vigorously promote the construction of spiritual civilization in rural areas, and meet the needs of the spiritual and cultural life of the majority of peasants.

Legal basis: Constitution of the People's Republic of China Article 24 The State strengthens the construction of socialist spiritual civilization by popularizing ideal, moral, cultural, disciplinary and legal education, and by formulating and enforcing various codes and conventions among the masses in different ranges in urban and rural areas. The State advocates socialist core values and the public virtues of love for the motherland, the people, labor, science and socialism, educates the people in patriotism, collectivism and internationalism, ****productivism, and in dialectical and historical materialism, and opposes capitalist, feudalistic and other corrupt ideas.
