As a special economic organization, the essential attribute of state-owned enterprises requires them to undertake economic, political and social responsibilities. Enterprises should develop in taking responsibility and perform their responsibilities better in development, and the ultimate goal is to maximize the comprehensive effect of employee value, enterprise interests and social benefits.

Private enterprises should include all types of public-owned and social-owned enterprises only as opposed to wholly state-owned enterprises.

In the traditional enterprise form divided by ownership, collective enterprises are public enterprises. Therefore, collective enterprises do not belong to the category of state-owned enterprises. In fact, in the decades after the founding of New China, state-owned enterprises were equated with private enterprises, which greatly restricted the development of private enterprises.
