(2) Article 2: The term "livestock and poultry identification" as mentioned in these Measures refers to the ear tags, electronic tags, anklets and other signs bearing livestock and poultry information approved by the Ministry of Agriculture.
(3) Article 3: The production, management and transportation of livestock and poultry and livestock products within the territory of People's Republic of China (PRC) shall abide by these Measures.
(4) Article 4: The Ministry of Agriculture is responsible for the supervision and management of the national livestock and poultry labeling and breeding files. The animal husbandry and veterinary administrative departments of local people's governments at or above the county level shall be responsible for the supervision and management of livestock and poultry identification and breeding files within their respective administrative areas.
(5) Article 5 The livestock and poultry identification system adheres to the principles of unified planning, classified guidance, step-by-step implementation and steady progress.
(6) Article 6: Livestock and poultry appraisal fees shall be included in the financial budget of the provincial people's government.
2. Logo management
(1) Article 7: Livestock and poultry labels shall be marked with one animal and one label, and the code shall be unique.
(2) Article 8: Animal identification code consists of animal category code, county-level administrative region code, identification sequence number *** 15 digits and special bar code. The animal species codes of pigs, cattle and sheep are 1, 2 and 3 respectively. (3) Article 9: The Ministry of Agriculture shall formulate and publish the technical specifications for livestock and poultry identification, and the livestock and poultry identification produced by production enterprises shall comply with the provisions of the specifications. Provincial animal disease prevention and control institutions purchase livestock and poultry labels in a unified way and supply them step by step.
(4) Article 10: Enterprises producing livestock and poultry labels shall not provide livestock and poultry labels to units and individuals other than provincial animal disease prevention and control institutions.
(5) Eleventh livestock and poultry breeders shall apply to the local county-level animal disease prevention and control institutions for livestock and poultry identification, and implement livestock and poultry identification in accordance with the following provisions. The first-born newborn livestock and poultry shall apply for livestock and poultry identification within 30 days after birth; If you leave the feeding place within 30 days, you should add the logo of livestock and poultry before leaving the feeding place; Livestock and poultry imported from abroad shall be labeled within 0/0 days of arrival at the destination. (7) Thirteenth supervising agencies for animal health shall check the identification of livestock and poultry when conducting quarantine inspection at the place of origin. Without the identification of livestock and poultry, no quarantine certificate shall be issued.
(8) Article 14: Before the slaughter of livestock and poultry, the supervising agency for animal health shall check and register the marks. Livestock and poultry slaughter operators shall recycle livestock and poultry marks in the process of livestock and poultry slaughter, and the animal health supervision institutions shall preserve and destroy them.
(9) Fifteenth livestock and poultry after slaughter and quarantine, animal health supervision institutions shall indicate the identification code of livestock and poultry in the quarantine mark of livestock and poultry products.
(10) Article 16: The animal husbandry and veterinary administrative department of the people's government at the provincial level shall establish a system for the procurement, storage, distribution, use, registration, recycling and destruction of livestock and poultry labels and necessary supporting equipment.

3. Document management
(1) Article 18: Livestock and poultry farms shall establish breeding files, which shall include the following contents: species, quantity, breeding records, identification, sources and import and export dates of livestock and poultry; Sources, names, users, time and dosage of inputs such as feed, feed additives and veterinary drugs; Quarantine, immunization, monitoring and disinfection; Incidence, diagnosis and treatment, death and harmless treatment of livestock and poultry; Livestock and poultry breeding code; Other contents stipulated by the Ministry of Agriculture.
(2) Article 19 County-level animal epidemic prevention and control institutions shall establish animal epidemic prevention archives, which shall include the following contents: the name, address, type and quantity of livestock and poultry farms, immunization date, vaccine name, livestock and poultry breeding code, serial number of livestock and poultry identification, immunization personnel and medication records, etc. Name, address, type and quantity of livestock and poultry, immunization date, vaccine name, identification number of livestock and poultry, immunization personnel, and drug use records of household.
(3) Article 20 Livestock and poultry farms and farming communities shall file with the animal husbandry and veterinary administrative department of the local people's government at the county level according to law and obtain the livestock and poultry breeding codes. (4) Article 21: Individual breeding files shall be established for breeding stock, indicating information such as identification code, sex, date of birth, breed type of male parent and female parent, and identification code of female parent. When transporting breeding stock, the transfer-out place and transfer-in place shall be indicated in the individual breeding files, and the individual breeding files shall be transported together.
(5) Article 22: The preservation time of breeding archives and epidemic prevention archives is 2 years for commercial pigs and poultry, 20 years for cattle and 10 year for sheep, and the breeding livestock and poultry shall be preserved for a long time.
(six) twenty-third sellers and buyers engaged in livestock and poultry business shall report to the local county-level animal disease prevention and control institutions and update the relevant contents of epidemic prevention files. If the seller or buyer belongs to a farm, it shall timely register the change of livestock and poultry identification code and related information in the livestock and poultry breeding file.
(7) Article 24: The file formats of livestock and poultry farms and individual breeders shall be uniformly formulated by the Ministry of Agriculture.
4. Information management
(1) article 25: the state implements the information management of livestock and poultry identification and breeding files to realize the traceability of livestock and poultry products.
Article 26: The Ministry of Agriculture shall establish a national livestock and poultry identification information management system including the national central database of livestock and poultry identification information. The animal husbandry and veterinary administrative department of the provincial people's government shall establish a database of livestock and poultry identification information in its administrative area and become a sub-database of the national livestock and poultry identification information center database.
(3) Article 27 The animal husbandry and veterinary administrative department of the people's government at or above the county level shall, according to the requirements of data collection, organize the input, upload and update of information related to livestock and poultry breeding.
5. Supervision and management
(1) Article 28 The supervising agencies for animal health under the animal husbandry and veterinary administrative departments of local people's governments at or above the county level shall specifically undertake the supervision and management of livestock and poultry identification within their respective administrative areas.
(2) Article 29: The information recorded in livestock and poultry identification and breeding files shall be continuous, complete and true.
(3) Article 30: Livestock and poultry products under any of the following circumstances shall be traced back, that is, the identification is inconsistent with the livestock and poultry products; Livestock and poultry products are infected with epidemic diseases; Livestock and poultry products have no quarantine certificate; Illegal use of veterinary drugs and other toxic and harmful substances; Major animal health and safety incidents occur; Other circumstances that should be traced back.
(4) Article 31 The animal husbandry and veterinary administrative department of the people's government at or above the county level shall trace and dispose of livestock and poultry and animal products according to the information such as livestock and poultry identification and breeding files.
(5) Article 32: When a major animal epidemic occurs in China, it shall be traced back by the Ministry of Agriculture in conjunction with relevant departments.
(6) Article 33 No unit or individual may sell, purchase, transport or slaughter livestock and poultry that should be marked but not marked.
6. Supplementary provisions
(1) Article 34 Whoever violates the provisions of these measures shall be punished in accordance with the relevant provisions of the Animal Husbandry Law of People's Republic of China (PRC), the Animal Epidemic Prevention Law of People's Republic of China (PRC) and the Law of People's Republic of China (PRC) on the Quality and Safety of Agricultural Products.
(2) Article 35: These Measures shall come into force on July 1 day, 2006, and the Measures for the Administration of Animal Immune Labels issued by the Ministry of Agriculture on May 24, 2002 (OrderNo. Ministry of Agriculture 13) shall be abolished at the same time. The implementation time and specific measures for the identification of livestock and poultry other than pigs, cattle and sheep shall be stipulated separately by the Ministry of Agriculture.
