The National Development and Reform Commission for the first time to clarify the scope of the new infrastructure mainly includes
Introduction: Previously, the media mentioned the 5G, ultra-high voltage and other "new infrastructure" seven major areas is only a list, not all, the official for the first time clear the scope of the "new infrastructure".
April 20, the National Development and Reform Commission press conference, officials for the first time clear the scope of the "new infrastructure", which includes information infrastructure, convergence infrastructure, innovation infrastructure three aspects.
The information infrastructure includes communication network infrastructure represented by 5G, Internet of Things, industrial Internet, satellite Internet, new technology infrastructure represented by artificial intelligence, cloud computing, blockchain, etc., and arithmetic infrastructure represented by data centers and smart computing centers, etc.; the convergence infrastructure includes intelligent transportation infrastructure, smart energy infrastructure, etc.; and innovation infrastructure includes major science and technology infrastructure, science and education infrastructure, and industrial technology innovation infrastructure.
The NDRC pointed out that the connotation and extension of new infrastructure are not static, and the top-level design will be strengthened in the future. The study issued to promote the development of new infrastructure of the relevant guiding opinions, while accelerating the construction of 5G network, etc., ahead of the deployment of innovation infrastructure.
The Ministry of Industry and Information Technology Saidi think tank recently released the "new infrastructure" development white paper, pointed out that the new infrastructure construction of a wide range of content, investment space is huge, but the "new infrastructure" construction need to pay attention to social capital investment, to avoid the government to avoid large-scale investment, to demand-oriented. Large-scale investment, demand-oriented, do not engage in flooding; in the implementation of the new infrastructure according to the strategic planning and market application needs, integrated planning for long-term development of roadmap and annual investment plan, to prevent "a rush" and duplication of construction, to avoid short-term investment bubble.
Covering three major areas, the investment space is huge
Since the outbreak of the new coronary pneumonia epidemic, China's top management has attached significant importance to the new infrastructure. on March 4, the Standing Committee of the Political Bureau of the Central Committee of the *** Central Committee convened a meeting to explicitly emphasize the acceleration of the progress of the construction of the 5G network, data centers, and other new types of infrastructure.
Since then, CCTV has listed seven major areas of "new infrastructure": 5G infrastructure, ultra-high voltage, intercity high-speed railroads and urban rail transit, charging piles for new energy vehicles, big data centers, artificial intelligence, and industrial Internet.
At a press conference on April 20, Wu Hao, director of the Department of Innovation and High Technology Development of the Development and Reform Commission (DRC), introduced that the new infrastructure is an infrastructure system that is led by the new development concept, driven by technological innovation, based on information networks, and oriented to the needs of high-quality development to provide services for digital transformation, intelligent upgrading, and convergence and innovation.
He pointed out that, at present, the new infrastructure mainly includes three aspects:
One is information infrastructure. It mainly refers to the infrastructure generated based on the evolution of a new generation of information technology, for example, the communication network infrastructure represented by 5G, Internet of Things, industrial Internet, satellite Internet, the new technology infrastructure represented by artificial intelligence, cloud computing, blockchain, etc., and the arithmetic infrastructure represented by data centers and intelligent computing centers.
The second is convergence infrastructure. It mainly refers to the in-depth application of the Internet, big data, artificial intelligence and other technologies to support the transformation and upgrading of traditional infrastructure, and thus the formation of convergence infrastructure, for example, intelligent transportation infrastructure, smart energy infrastructure and so on.
Third, innovation infrastructure. Mainly refers to the support of scientific research, technology development, product development infrastructure with public welfare attributes, for example, major scientific and technological infrastructure, science and education infrastructure, industrial technology innovation infrastructure.
"Along with the technological revolution and industrial change, the connotation and extension of the new type of infrastructure are not static, and we will continue to track the research." Wu Hao said.
He said that in recent years, China's new type of infrastructure construction has achieved obvious results, and its supporting role for high-quality development is being released at an accelerated pace.
From the perspective of information infrastructure, high-speed optical fiber has covered all cities, towns and more than 99 percent of administrative villages nationwide, and there are more than 1.2 billion 4G network users, with leapfrog development and progress in this regard.
From the perspective of convergence infrastructure, the path of smart city construction has become clearer, and information technology is actively empowering the city's refined management and boosting transformation and upgrading.
From the perspective of innovation infrastructure, the National Development and Reform Commission (NDRC) has laid out and constructed 55 national major scientific and technological infrastructures, which have played a leading role in scientific and technological innovation and economic development, and strongly supported scientific and technological research.
The 21st Century Business Herald's White Paper on the Development of "New Infrastructure" obtained from the Ministry of Industry and Information Technology (MIIT)'s Saidi Intelligence Center points out that "new infrastructure" is the opposite of the traditional "iron and public infrastructure". According to the White Paper, "New Infrastructure" is a strategic, network-type infrastructure with multiplier effect that combines the characteristics of the new round of scientific and technological revolution and industrial change, and is oriented to the strategic needs of the country to provide the underlying support for the economic and social development in the fields of innovation, coordination, greenness, openness, and **** enjoyment.
The white paper points out that seven major areas previously listed by the central media is one of the important content of the "new infrastructure", and analyzes in detail the "new infrastructure" in the seven areas of the construction content and investment space.
