Procedures for examination and approval of farmers' self-built houses:

1, rural villagers to build houses, first apply to the collective economic organizations;

2, the village collective economic organizations to apply for housing households in a prominent position posting publicity (15 working days);

3. The land and resources management office and the town social affairs office go to the field to inspect whether the applicant meets the conditions and whether the proposed land meets the planning. ;

4. After the expiration of the announcement without objection, land users who meet the requirements of one household and one basic unit shall be reported to the Township People's Government for examination and approval according to regulations (those who occupy agricultural land shall be reported to the municipal government for examination and approval procedures for agricultural land conversion according to regulations);

5. After the examination and approval of the homestead, the land office and the town social affairs office will conduct on-the-spot examination and approval of the homestead, and issue site selection opinions, planning permits and construction permits (one book and two certificates);

6, after the completion of the villagers' housing, the land and resources should be inspected on the spot to see whether the land is used according to the approved area and requirements, and the collective land use certificate will be issued to meet the requirements of the building households;

7, the villagers with land use permits and planning permits to apply for housing ownership certificates.

Rural homestead and building approval process

1, villagers apply. Farmers who meet the application conditions shall apply to the village organization for homestead land and residential construction on a household basis, and submit the Application Form for Rural Homestead and Residential Construction (Planning Permit) (Annex 1), the Letter of Commitment for the Use of Rural Homestead and other related materials. The village organization will conduct a preliminary examination of the villagers' application conditions within five working days, and do a good job in the initial site selection with the villagers. After the site selection, the village organization will apply to the Town People's Government for site selection within two working days.

2. Site selection. The Town People's Government (led by the Agricultural Service Center) will organize natural resources research institutes, agricultural service centers, village construction centers, forestry stations and other related departments to conduct on-the-spot review on whether the applicant meets the requirements and whether the proposed land meets the planning and site selection requirements within 5 days. If it meets the requirements, it shall draw a map of the location of the homestead, indicating the specific location, length, width and four directions of the homestead, and indicating the specific distance from the permanent reference.

3. Select an atlas. According to the site selection, villagers can choose the General Atlas of Rural Villagers' Housing Construction compiled by the County Housing and Urban-Rural Development Bureau or entrust the design unit to compile the Rural Housing Design Scheme (approved by the housing and urban-rural construction department). The ratio of living area to homestead area should be appropriate, and the reserved space can meet the needs of daily life.

The construction of villagers' houses in historical and cultural towns (villages) and traditional villages shall conform to the protection and development plan of historical and cultural towns (villages) and traditional villages. Villagers entrust design units to prepare rural residential design schemes, which must be approved by the housing and urban-rural construction departments.

4. discuss publicity. Village-level organizations should hold a meeting of villagers' representatives to discuss and pass after receiving the general atlas of rural villagers' houses submitted by villagers or the design scheme of rural houses approved by the county housing and urban-rural development bureau, and publicize the letter of commitment for the use of rural houses, the application form for rural houses and housing construction (planning permission), the review opinions of village-level organizations, the opinions of neighboring owners of housing construction, the minutes of villagers' representatives' meetings, the location and area of the proposed residential land, the height and area of the proposed houses, and collect two publicity pictures (close-up and long-term). If there is no objection, the village-level organization shall sign an opinion and submit it to the Town People's Government (Agricultural Service Center).

5, township approval. The Town People's Government (Agricultural Service Center) shall, after receiving the relevant materials for rural villagers to apply for building houses, complete the one-stop joint examination and joint examination of rural housing construction within 15 working days, and the relevant departments shall sign opinions on the Approval Form for Rural Homestead and Housing Construction (Planning Permission) and submit them to the enlarged meeting of the Party Committee for study.
