How to promote China's foreign trade in the development of Internet industry

In the face of the new challenges of wto development, China's to trade should do three things.

First, actively promote the development of wto and build a harmonious new international economic and trade order.

"Doha" termination, so that the development of wto stands at the crossroads, facing new choices, China should take this opportunity to actively advocate a harmonious new international economic order.

The wto system is advocated by developed countries, with a lot of discrimination against developing countries, especially in our accession to the wto three unfavorable terms "is proof. We should unite and rely on the majority of developing countries, with China as the core, to build a new dialog mechanism. We should show sincerity, set an example, show the style of a great country, actively communicate and dialog with developed countries, resolve conflicts, **** with the construction of equality, fairness, harmony and mutual benefit of the new international economic and trade order, and promote the wto at the beginning of the century to give life to a new vigor.

Since the establishment of GATT 60 years ago, the prosperity of the world economy and trade has confirmed the irreplaceable role of the multilateral trading system. China's accession to the WTO has benefited China and the world as a whole, because China's accession to the WTO has greatly contributed to the development of the world economy. China's economic development speed, strength and as the world's largest developing country, all require China in the construction of a harmonious new international economic order, play the role of "leader".

In international economic relations, only through the formation of appropriate and proportionate interactions between countries and the development of peaceful and cooperative relations, a harmonious international economic order can be formed.

The meaning of harmony, theoretically speaking, refers to a relationship that "fits properly and proportionately". Ancient Chinese thinkers believe that the concept of "harmony" in addition to the meaning of harmony and unity, there is also inward, the meaning of gathering, which reflects the relationship between man and man, man and society and man and nature as a whole. As a tradition, the culture of "Harmony" embodies one of the most y rooted desires of the Chinese people - harmony. In the earliest Chinese literature, there are ideas about harmony. In the Book of Songs, there is the phrase "harmonize all nations". For the Chinese, harmony is the key to both self-cultivation and general world affairs. Therefore, harmony reflects a Chinese culture, a tradition of thinking. This tradition, as a strategic culture of China, has always had a profound influence on China's handling of international economic relations.

Therefore, the proposal of a harmonious international economic order is a kind of promotion of traditional Chinese culture.

The so-called harmonious international economic order refers to the development of peaceful and cooperative relations in international economic relations through the formation of appropriate and proportionate interactions among countries. On the one hand, it is to oppose power politics and unilateralism through the construction of a rule-oriented multilateral legal system, to provide a safe and predictable environment for international commercial activities, and to promote the development of global economy and trade; on the other hand, it is to ensure the fairness of the rules and to ensure fair and broad participation in the process of rule-making, and to solve the practical difficulties encountered by the developing countries, so as to enable them, like the developed countries, also to benefit from multilateralism and to participate in the development of international economic relations. Like developed countries, they can also benefit from participation in the multilateral trading system, and ultimately realize global **** with development.

At present, the issue of development remains an important obstacle to the establishment of a harmonious international economic order.

Between developed and underdeveloped countries, there is a serious gap between the rich and the poor. Judging from the global development trend, the gap between the least developed countries and the most developed countries is widening, as is the gap between the poorest and the richest populations. There can be no harmony in a world where there is a serious polarization between the rich and the poor. Therefore, the establishment of a harmonious international economic order is to promote the economic and social progress of the developing countries and to make adjustments and changes in the existing international economic structure, which reflects the old international economic order.

Secondly, we should actively utilize the fta method to develop our foreign trade.

Regional economic cooperation in the form of bilateral arrangements or free trade zones is developing rapidly in the world. For this kind of regional economic cooperation, it is permitted by the WTO agreement, but its advantages and disadvantages to the development of WTO itself are always controversial. Recent WTO officials have pointed out that regional economic cooperation has slowed down the process of WTO negotiations.

At present, the United States and Japan are actively seeking to develop foreign trade through regional economic cooperation. This kind of cooperation, is in the field of investment, trade and foreign contracting and other priority arrangements, in fact, crowding out the rights of other wto members. This for our country, especially the free trade agreements signed between developed countries, constitutes an important challenge to increase the non-tariff barriers to our country, so that China's foreign trade environment is facing a grim situation.

In the face of the new situation at home and abroad, we must take effective measures to work out an overall strategy for China's participation in regional economic cooperation.

China's participation in regional economic cooperation, one can make full use of the regional cooperation permitted by the WTO agreement, the development of China's foreign trade, and reduce the discriminatory treatment brought about by China's "accession" to the WTO three major unfavorable provisions; the second is to reduce the regional cooperation in other countries to bring about the effect of the transfer of trade and the political effect; the third is to greatly reduce China's exposure to various trade frictions. Can greatly reduce our country encountered a variety of trade friction.

When China participates in regional economic cooperation, it should consider or do the following:

First, set up a specialized agency to promote regional economic cooperation.

Developed countries generally set up specialized agencies to deal with regional cooperation. For example, Japan set up a free trade zone headquarters at the end of 2002, and in the Department of Economic Affairs, the addition of a free trade zone and economic partnership division, specifically responsible for bilateral fta or epa negotiations and planning; the Office of the U.S. Trade Representative, there is also a specialized bilateral negotiating body. Our country should also learn from the practice of developed countries, in the Ministry of Commerce to set up a specialized agency responsible for regional economic cooperation work, which is more conducive to regional economic cooperation work.

Second, regional economic cooperation should give priority to neighboring countries.

From the economic point of view, China's total trade with neighboring countries has reached more than 60% of China's total foreign trade, neighboring countries and regions to China's investment, up to more than 70% of China's utilization of foreign capital;

From the political point of view, China's relationship with neighboring countries and regions, has an important role.

Politics and economy are mutually reinforcing, through the form of regional economic cooperation, prioritizing the development of economic and trade relations in the periphery, can better promote political relations, conducive to China's peripheral stability and security.

First, the depth and breadth of cooperation in the ASEAN-China Free Trade Area (ACFTA) should be further promoted. China and ASEAN have reached an agreement on the Trade in Goods Agreement and the Agreement on Dispute Settlement Mechanism, and have reached an agreement on the mode of tariff reduction in the trade in goods, sensitive products, dispute settlement mechanism and other major issues. However, cooperation in a number of areas, such as investment and trade in services, has yet to be launched. We should make use of the existing cooperation platform to strengthen comprehensive cooperation.

Secondly, we should vigorously push forward the regional integration cooperation between China, Japan and South Korea, strive to form a China-Japan-South Korea free trade zone in the near and medium term, and make efforts to continuously improve the level of cooperation, and promote the formation of the "10+3" free trade zone and even a customs union.

Once again, China will promote the formation of bilateral or trilateral free trade areas with Pakistan and India.

China's relations with this region have developed rapidly in recent years, especially with India. India also wants to further develop relations with China, especially economic and trade relations. At the same time, China and Pakistan in this region, has been maintaining very good relations, the signing of bilateral trade agreements is entirely possible.

Finally, promote cooperation with the Lancang - Mekong subregion.

In the framework of the agreement between China and ASEAN on the 10+1 Free Trade Area, the Lancang - Mekong Sub-region economic cooperation, related to the five ASEAN countries, and the realization of the development of this region, but also allows China to realize the idea of the Southwest Corridor.

Again, in addition to Asia, key partners should be identified in several regions to establish regional economic cooperation.

China is negotiating fta with countries in the Americas, the Pacific, the Middle East and Africa, but it should be targeted and prioritize countries of importance to China.

In the Middle East priority can be given to the UAE.

The UAE is China's second largest trading partner in the Middle East, and the UAE has the Chinese goods, exported to other countries in the Middle East region transit station of the entrepot trade function.

In South America, Chile can be prioritized.

China and Chile signed the Free Trade Agreement between the Government of the People's Republic of China and the Government of Chile in 2005. And China and Chile will start from July 1, 2006 to fully launch the process of tariff concessions for trade in goods. China and Chile to establish a free trade zone, will bring win-win results for both countries, for the development of comprehensive partnership between the two countries, to provide new opportunities, Chile may become China and Latin American countries to carry out economic and trade cooperation bridge.

In Oceania, you can consider Australia first.

Australia in recent years has repeatedly expressed the need to strengthen economic and trade relations with China, especially in regional cooperation, showed great enthusiasm, has repeatedly put forward proposals on regional economic cooperation, which is also a key bilateral cooperation we should consider.

South Africa can be prioritized in Africa.

The African region is relatively backward in terms of economic development, but has great potential for future economic development. At the same time, Africa's regional economic development is also faster. Therefore, we should first start to sign a free trade zone agreement with South Africa, the most developed country in Africa, in order to prepare for a larger market in the future.

The above countries are generally more developed developing countries, and our traditional trade friction, has reached more than 60% of the total trade friction, through regional economic cooperation with these countries, is conducive to reducing trade friction.

Finally, through apec to promote regional economic cooperation.

apec is mainly a political cooperation and dialogue, our country should use its own influence, and actively unite with other countries to promote economic cooperation within apec.

Specifically, China can further participate in the activities of the apec, and strive to have more say in the formulation of the relevant rules, in order to fully safeguard China's economic interests and economic security.

China should also continue to promote economic and trade cooperation under the framework of the Shanghai Economic Cooperation Organization (SCO), optimize the trade and investment environment, achieve the purpose of reducing the cost of flow of commodities, capital and services, and create conditions for the future liberalization of trade in the region.

Thirdly, we will actively develop domestic trade and promote domestic consumer demand.

It has been proved that a completely externally oriented country is economically unstable in its development and will be politically constrained.

As the world's largest developing country, China must maintain appropriate economic independence in order to truly ensure the people's ownership politically. As the engine of world economic development, China should first develop its domestic economy and trade well, so as to enhance economic security and reduce trade friction.

First of all, for the promotion of domestic trade development, the following should be done:

First, the domestic investment policy adjustment.

We should continue to strictly control the land and credit, inhibit the rapid growth of investment, and strengthen the policy guidance for investment industries.

China's domestic investment should closely match the adjustment of China's industrialization. China's economy is currently in an extremely important stage of development, industrialization and modernization of the task is very heavy. The essence of industrialization is to promote structural adjustment. At present, the distribution structure of the three industries, relatively crude and backward, the overall quality of various types of industries is low, technologically backward, aging equipment, industrial convergence, product similarity, functionality of a single problem is very prominent, the product structure and the market demand for more and more out of step with the degree of general product production capacity, but the ability of high-level processing capacity and the ability to develop new products is seriously insufficient. China's domestic investment, should support the optimization and upgrading of industrial structure, as a major mission, the full implementation of the "Eleventh Five-Year Plan" on investment and industrial change requirements.

Second, industrial policy adjustment.

The core of China's industrial policy adjustment is to make breakthroughs in the mastery of core technologies on the basis of industrial rationalization as the policy connotation, to create a fair competition in the industrial development environment, the establishment of industrial protection mechanisms in line with the rules of the gaatt/wto, to achieve the international competitiveness of the industry.

In the process of China's industrial restructuring and upgrading, the government should play a regulating role in the following aspects: strive to create a market environment with balanced supply and demand; deepen the institutional reform, and strive to create conditions for the market mechanism to play a role. It mainly includes perfecting the market system, eliminating monopoly, cultivating independent market subjects, etc.; scientific formulation and implementation of industrial policy should be made through the formulation of industrial development planning, industrial policy should be concretized, i.e., in accordance with certain criteria, scientifically selecting the strategic industries, determining the "bottleneck" industries, and arranging a good sequence of industrial development on the basis of which the focus of industrial development should be determined in a reasonable way. The first step was to determine the focus of industrial development.

At present, China's industrial restructuring and upgrading of the actual point of view, the high-tech industries, such as the electronic information industry as a strategic industry, agriculture, energy, tertiary industry as a "bottleneck" industry, these industries as the focus of development, to accelerate its development.

Thirdly, by establishing a more flexible RMB exchange rate system, reforming the state-owned commercial banks, and establishing a more comprehensive pension and medical insurance system.

Secondly, a series of macroeconomic policies such as proactive fiscal policy, monetary policy, industrial policy, employment policy, income policy and so on are adopted to promote domestic demand.

Is it a solution to your problem?
