Investigation and restoration report of polluted pits and ponds

The relevant work is reported as follows:

I. Basic information

On April 24th, 20 17, according to the work arrangement of the Ministry of Environmental Protection and the actual situation in our province, our office worked out and issued the Implementation Plan for the Remediation of Environmental Problems in Heilongjiang Province overnight (Heihuanban [2065438+07] No.91), which clarified the number of existing polluted pits and ponds, formulated a scientific remediation plan and severely cracked down on a number of illegal pits and ponds. Put forward four work requirements: immediate investigation, highlighting the key points of inspection, full media exposure, and clear time limit for rectification. The remediation of polluted pits and ponds in the province is divided into three stages: mobilization and deployment, comprehensive investigation and comprehensive remediation, and the time nodes and work contents are defined. Up to now, the environmental protection departments of the whole province 13 cities (prefectures), 2 provincial pilot cities and reclamation areas have all formulated implementation plans and organized investigations within their jurisdictions. 57 sewage pits and ponds have been found in the whole province, and the nature of sewage pits and ponds is being further distinguished.

Second, the work highlights

(a) a clear-cut political, rapid deployment of the province's investigation and rectification work.

Resolutely absorb the experience and lessons of environmental pollution in polluted pits and ponds exposed by the media, and comprehensively deploy the investigation and rectification work of polluted pits and ponds. First, leaders attach great importance to it. Set up a leading group headed by the party secretary and director of the department, with the deputy director in charge of environmental monitoring as the deputy head, and the main leaders of offices, policies and regulations, monitoring stations, environmental science institutes, environmental monitoring bureaus, emergency centers and other units as members, responsible for supervising and guiding local organizations to carry out their work. The second is to formulate and determine the implementation plan for rectification. It is the first in the country to issue the Implementation Plan for Remediation of Environmental Problems in Pollution-receiving Pits and Ponds, requiring all localities to immediately do a good job in the investigation of pollution-receiving pits and ponds in the province and carry out comprehensive remediation in an orderly manner. The third is to unify work ideas. On April 25th, our office organized a video teleconference on the investigation and rectification of polluted pits and ponds in the whole province, and 327 persons in charge of environmental protection departments and related staff attended the meeting. The meeting conveyed the relevant work arrangements of the Ministry of Environmental Protection, emphasized the political sensitivity and importance of remediation of polluted pits and ponds in the province, and asked all parts of the province to quickly carry out the investigation and remediation of polluted pits and ponds from five aspects: organizational guarantee, personnel guarantee, technical guarantee, discipline guarantee and responsibility guarantee.

(two) positive action to implement, and urge all localities to immediately organize investigation.

All parts of the province took active actions, fully implemented the deployment of the State Office and the Provincial Office, and comprehensively carried out the investigation of polluted pits and ponds. The first is to carry out direct supervision at the provincial level. 2065438+April 26th, 2007, our office set up four inspection teams to supervise the remediation of polluted pits and ponds in four cities, including Harbin, Qiqihar, Daqing and Suihua, and inspected 2 1 case of polluted pits and ponds on the spot, handled cases 1 case reported by the masses, found 9 problems, and instructed the local environmental protection department to initiate an investigation on the problems found. The second is the comprehensive coordination and linkage of departments. Fully mobilize the internal forces of the environmental protection system, and organize relevant departments such as supervision, monitoring and emergency to carry out joint investigation and joint sampling on the basis of the environmental improvement work of sewage ponds and reservoirs in our province in 2008. Actively carry out horizontal communication and obtain basic information of sewage receiving pits and ponds from relevant industry authorities. The environmental protection department of Jiamusi City cooperated closely with the public security department to carry out joint enforcement actions. The first survey in Suihua City has ended, and a total of 10 sewage pits have been found. The third is to be good at using scientific and technological means. The inspection team of the provincial department conducted a comprehensive aerial photography of the surrounding areas of Zhaolanxin River and Ashe River in Harbin, which may have polluted pits and ponds, by combining aerial photography of multi-rotor unmanned aerial vehicles with ground investigation. All localities are required to use drones to conduct comprehensive aerial photography of areas with serious pollution and large pits. Encourage qualified areas to use unmanned boats and other equipment to sample and monitor pits and ponds with large water areas.

(3) Actively guide public opinion and enhance the openness and transparency of environmental supervision.

The first is positive publicity. The main news media in the province publicized and reported the contents of the video teleconference of the pollution-receiving pits and ponds in the province, and showed the public the firm determination of the environmental protection department of our province to seriously investigate and deal with environmental violations and resolutely safeguard the people's environmental rights and interests. The second is to smooth the reporting channels. In order to do a good job in the renovation of sewage pits and ponds, on the basis of 12369 reporting platform, each provincial office has set up a separate reporting line, with a special person in charge, and announced it to the public through television, radio and newspapers. Environmental protection departments at all levels in the province announced the complaint hotline to the public and accepted reports from the masses. The third is to strengthen information disclosure. All localities are required to strictly implement the requirements of the Regulations on Information Disclosure and the Measures for Environmental Information Disclosure (Trial) in the process of investigation and rectification, and disclose information on environmental issues according to law.

Third, the next step

At present, the province is carrying out the investigation stage of contaminated pits and ponds. In the next step, our office will continue to strictly implement the relevant work arrangements of the Ministry of Environmental Protection, regularly dispatch comprehensive rectification, carry out provincial-level supervision in a timely manner, actively urge local environmental protection departments at all levels to carry out the investigation and rectification of polluted pits and ponds in an orderly manner, establish an account for investigation and rectification, scientifically formulate rectification plans, and seriously investigate and deal with environmental violations of discharging and dumping pollutants into pits and ponds.

Investigation and restoration report of polluted pits and ponds II. The Environmental Protection Department of the Autonomous Region forwarded the Notice on the Investigation and Remediation of Polluted Pits and Ponds to the General Office of the Ministry of Environmental Protection (Huanban Environmental Supervision Letter [2017] No.616), pointing out that there are illegal discharges and dumping of pollutants into pits and ponds in Hebei and Tianjin, and the environmental pollution problem persists for a long time, threatening the regional environmental safety and arousing great concern from the society. In order to severely crack down on environmental violations of discharging and dumping pollutants into pits and ponds and ensure environmental safety, combined with the actual situation of our town, the report on the development of remediation work is as follows:

First, the development of special rectification work objectives

Comprehensively carry out the investigation and rectification of pollution pits and ponds within the jurisdiction of our town, and find and verify them together, leaving no dead ends. Through centralized investigation, problems are found, a comprehensive rectification plan is formulated, centralized rectification work is carried out, and a long-term supervision mechanism after rectification is established to prevent pollution rebound and ensure environmental safety in our town.

Second, set up special rectification organizations.

The leading group has an office, with Zhu Anming as the director and Zhang Wei as the deputy director. The staff are Zhu and Wu. The office is responsible for summarizing and reporting data. The leading group is responsible for comprehensively promoting the investigation and rectification of pollution-receiving pits and ponds in the town, and urging all villages and units to complete the investigation and rectification of pollution-receiving pits and ponds as required.

Third, implement the work steps according to time.

(1) Investigation implementation stage (May 4th to May 2nd1)

Villages should immediately organize a comprehensive investigation of environmental violations in their administrative areas, especially in the urban-rural fringe and remote rural areas, which discharge and dump pollutants into pits and ponds. Report to the investigation ledger of the county environmental monitoring brigade, and investigate and deal with possible environmental violations of discharging and dumping pollutants into pits and ponds according to law.

(2) Comprehensive promotion stage (May 22nd to June 22nd, 10)

Villages and units should scientifically formulate remediation plans, clarify the responsible person and the remediation time limit, and ensure that the remediation work is completed on schedule. Major issues should be reported to the county environmental protection bureau for statistical summary and reported to the county government for special research. For the problems of contaminated pits and ponds that have been found out, one problem is rectified and one problem is sold, leaving no dead ends. After the completion of the rectification, it should be reported to the county environmental protection bureau in time, and the rectification situation should be disclosed to the public in time.

(3) Establish a long-term mechanism (65438+1October 23rd to the long term)

Villages and units should conscientiously implement the responsibility of territorial management of environmental protection, establish a patrol mechanism for polluted pits and ponds, and review the rectification of polluted pits and ponds in a timely manner to prevent the resurgence of pollution in polluted pits and ponds.

Four. Job requirements for employees

(A) attach great importance to comprehensive investigation

All villages and units should attach great importance to the investigation and rectification of contaminated pits and ponds, and carry out investigation and rectification in a timely and comprehensive manner, especially in the urban-rural fringe and remote rural areas, to find and verify the pollution problems together, leaving no dead ends. Those who slack off, resort to deceit or delay without reason in the investigation and rectification work will be reported to the relevant departments at the county level for serious accountability.

(2) Strike hard and pursue responsibility seriously.

For the environmental violations found, measures such as sealing up, continuous daily punishment, production restriction and administrative detention are comprehensively used to investigate the responsibility of the offenders; Suspected of committing a crime, it shall be transferred to the public security organ for criminal responsibility according to law; Those who pollute the environment and destroy the ecology should be investigated for civil liability.

(three) strict time limit, timely reporting

Villages and units should further clarify the time limit for investigation, the targets and time limits for phased rectification, and the time limit for completion of rectification, and submit relevant reports and materials on time.

Five, actively guide public opinion, enhance the openness and transparency of environmental supervision.

The first is positive publicity. In the town, the contents of the meeting of sewage pits in various villages in the town were deployed, and the cadres of the village Committee showed the people the firm determination of the environmental protection department of our town to seriously investigate and deal with environmental violations and resolutely safeguard the environmental rights and interests of the people.
