Regulations of Guangdong Province on the Protection and Development of Arts and Crafts

Chapter I General Provisions Article 1 In order to strengthen the protection of arts and crafts and promote the development of arts and crafts, these Regulations are formulated in accordance with relevant laws and administrative regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to the identification, protection, personnel training, industrial development and related management activities of arts and crafts within the administrative area of this province. Article 3 The people's governments at or above the county level shall incorporate the development of arts and crafts into the national economic and social development plan and take measures to promote the prosperity and development of arts and crafts.

The people's governments at or above the county level shall, according to local conditions, co-ordinate funds to support the protection and development of arts and crafts. Article 4 The competent department of industry and informatization of the people's government at or above the county level or the competent department of arts and crafts determined by the people's government at or above the county level (hereinafter referred to as the competent department of arts and crafts) shall be responsible for the coordination, guidance and related management of the protection and development of arts and crafts.

Education, human resources and social security, culture and tourism, market supervision and management departments of the people's governments at or above the county level shall be responsible for the protection and development of arts and crafts according to their respective responsibilities. Article 5 People's organizations such as the Federation of Literary and Art Circles and the Federation of Industry and Commerce shall give full play to their professional advantages in the protection and development of arts and crafts and participate in related work.

Social organizations of arts and crafts shall do a good job in the protection and development of arts and crafts in accordance with the articles of association and industry norms. Article 6 To carry out the protection and development of arts and crafts, we should inherit the excellent Chinese traditional culture, carry forward the socialist core values, promote the construction of spiritual civilization and improve the cultural literacy of the public.

The people's governments at or above the county level shall, in accordance with the relevant provisions of the state and the province, commend and reward organizations and individuals that have made outstanding contributions to the protection and development of arts and crafts. Chapter II Identification Management Article 7 This province implements the identification system for varieties and skills of traditional arts and crafts, treasures of arts and crafts and masters of arts and crafts. The specific appraisal work shall be undertaken by the social organizations of arts and crafts.

The competent department of arts and crafts of the provincial people's government publicly selects social organizations of arts and crafts that undertake specific appraisal work (hereinafter referred to as appraisal social organizations); Establish a provincial-level arts and crafts expert database composed of masters of arts and crafts, folk craftsmen, experts and scholars inside and outside the province; Formulate evaluation management methods, standardize evaluation links, types, conditions, quantity and expert evaluation procedures. Article 8 Accredited social organizations shall carry out accreditation work in accordance with the Administrative Measures on Accreditation, announce the accreditation time, category, conditions, quantity and procedures, accept applications, organize accreditation, and make accreditation according to the accreditation results.

Social organizations that recognize work shall organize expert review committees to carry out review work. The members of the expert review committee shall be randomly selected from the provincial arts and crafts expert database.

The identification work shall follow the principles of fairness, openness and justice, and accept the supervision of the competent authorities and society. Ninth applications for the identification of the varieties and skills of traditional arts and crafts in the province, arts and crafts treasures, should be made by organizations or individuals engaged in arts and crafts related activities to the identification of social organizations.

To apply for the accreditation of provincial masters of arts and crafts, individuals engaged in arts and crafts production shall apply to social organizations for accreditation. Tenth arts and crafts with a long history and exquisite skills, mainly made by traditional crafts, can apply for recognition as traditional arts and crafts in the province. Where an application is filed, materials such as varieties, formation history of technology, artistic style, main raw materials, technological process and technical characteristics shall be submitted.

Rare works with innovative skills, exquisite craftsmanship and high artistic value in arts and crafts can be applied for recognition as provincial arts and crafts treasures. Where an application is filed, the physical photos, material descriptions, creative ideas and artistic values of the work shall be submitted.

Individuals who have been engaged in arts and crafts production for a long time, have excellent skills and outstanding achievements, and enjoy a high reputation in the industry, can apply for recognition as provincial arts and crafts masters. Where an application is filed, materials such as industrial art experience, representative works and technical characteristics shall be submitted.

After accepting the application, the working social organization shall publicize the application list and related application materials. Eleventh expert review committee shall, within three months from the date of publication of the application list and related application materials, take the form of voting, scoring and on-site review. , and publish the review results. Twelfth evaluation results should be publicized to the public by social organizations that recognize the work, and the publicity time should not be less than thirty days.

During the publicity period, any organization or individual has the right to raise objections. The social organization that recognizes the work shall deal with it and notify the dissenter in writing within 30 days from the date of expiration of the publicity. Thirteenth identified social organizations shall, according to the evaluation results and publicity results of the expert review committee, respectively identify the varieties and skills of traditional arts and crafts in the province, the treasures of arts and crafts in the province and the masters of arts and crafts in the province.

Those who are recognized as the varieties and skills of traditional arts and crafts in the province and the treasures of arts and crafts in the province shall be published by the social organizations that have recognized the work and issued certificates. When necessary, it can be reported to the competent department of arts and crafts of the provincial people's government to publish the list and issue certificates.

Those who are recognized as provincial masters of arts and crafts shall be awarded titles and certificates by recognized social organizations. When necessary, can be submitted to the provincial people's government awarded the title, issued a certificate.
