Four links of legislative procedure

The four steps of the legislative procedure are: proposing a legislative bill, deliberating the legislative bill, voting to pass the legislative bill, and promulgating the law:

1. Submitting a legislative bill: The Legislative Law stipulates that a bill submitted to the National People's Congress may be submitted to the NPC Standing Committee when the National People's Congress is not in session. After deliberation by the Standing Committee, it is decided to submit it to the National People's Congress for deliberation. In recent years, both the charity law and the supervision law have been deliberated by the Standing Committee for more than two times, and then submitted to the General Assembly for deliberation and adoption.

2. Deliberating legislative bills: Deliberating legal bills is the most important link in the legislative process. The process of deliberation of bills by the National People's Congress and its Standing Committee is a process of fully promoting democracy and brainstorming.

3. Voting and passing bills: A bill included in the deliberation of the National People's Congress shall be passed by more than half of all the deputies. Constitutional amendments should be adopted by a majority of more than two-thirds of all members. The bill included in the deliberation of the NPC Standing Committee shall be passed by more than half of all members of the Standing Committee;

4. Publication of laws: Publication of laws is the last procedure of legislation. According to China's Constitution, President People's Republic of China (PRC) and President People's Republic of China (PRC) promulgated laws in accordance with the decisions of the National People's Congress and the NPC Standing Committee. Sign the presidential decree promulgating the law, indicating the promulgating organ, adoption and implementation date of the law.
