Regulations of Changyang Tujia Autonomous County on Intangible Cultural Heritage
The intangible cultural heritage as mentioned in these Regulations refers to various forms of traditional cultural expressions handed down from generation to generation by people of all ethnic groups in Autonomous County as part of their cultural heritage, as well as physical objects and places related to traditional cultural expressions. Including:
(1) Traditional oral literature represented by The Tale of Dujiaowan and its carrier dialect;
(2) Music, dance, folk art, traditional art, calligraphy, drama and acrobatics, represented by Changyang folk songs, Tujia singing Ye Er and Nanqu;
(3) Traditional skills, traditional medicine and calendars represented by Xilankapu, Jiulao and Eighteen craftsmen;
(4) Traditional etiquette, festivals and other folk customs represented by Tujia marriage customs and Lin Jun Festival;
(5) Traditional sports and entertainment projects represented by stilt horses, roller coasters and gambling;
(6) Other intangible cultural heritage. Article 3 The protection of intangible cultural heritage should pay attention to its authenticity, integrity and inheritance, which is conducive to enhancing the cultural identity of the Chinese nation, safeguarding national unity and national unity, and promoting social harmony and sustainable development. Article 4 The protection and preservation of intangible cultural heritage in autonomous counties shall follow the principles of giving priority to protection, giving priority to rescue, rational utilization and inheritance and development, and adhere to the principles of government leading, departmental responsibility and social participation. Autonomous County Intangible Cultural Heritage Protection Center undertakes the specific work related to the protection of intangible cultural heritage in Autonomous County.
The relevant departments of Autonomous County shall be responsible for the protection and preservation of intangible cultural heritage within their respective functions and duties.
The township (town) people's government shall, jointly with the county-level cultural and tourism authorities, do a good job in the protection and preservation of intangible cultural heritage within their respective administrative areas.
Villagers' committees and residents' committees shall assist local people's governments in protecting and preserving intangible cultural heritage. Article 7 Autonomous County People's Government shall incorporate the protection and preservation of intangible cultural heritage into the national economic and social development plan, and make overall arrangements for intangible cultural heritage investigation and protection of representative projects, subsidies for representative inheritors, construction of cultural and ecological protection zones and other related funds. Article 10 The competent departments of culture and tourism of autonomous counties shall establish a unified information system of intangible cultural heritage throughout the county, implement dynamic information management of intangible cultural heritage throughout the county, fully grasp the types, quantity, distribution, living environment and protection status of intangible cultural heritage within their respective administrative areas, and establish archives and related databases. Article 11 Autonomous counties shall establish a list of representative items of intangible cultural heritage at the corresponding level, include intangible cultural heritage that reflects the excellent traditional culture of the Chinese nation and has certain historical, literary, artistic and scientific values and regional characteristics in the list for protection, and recommend the items included in the list of representative items of intangible cultural heritage at higher levels to the competent departments of culture and tourism according to regulations.
Included in the national, provincial, municipal and county-level intangible cultural heritage representative projects, should be protected in accordance with the requirements of the project protection plan. The intangible cultural heritage that is endangered, of great value and whose objective living conditions have disappeared or will soon disappear shall be rescued and protected in time by establishing archives of words, pictures and audio-visual materials; On the basis of maintaining its authenticity, integrity and inheritance, intangible cultural heritage with good living conditions, market potential and development advantages will be transformed into cultural products through production, circulation and sales for productive protection. Twelfth county-level intangible cultural heritage representative projects shall meet the following conditions:
(a) in line with the core values of socialism, enhance the cultural identity of the Chinese nation, safeguard national unity and national unity, and promote social harmony and sustainable development;
(2) It is of historical, literary, artistic and scientific value;
(three) in the local inheritance for more than three generations, inheritance pedigree is clear, with the characteristics of living existence;
(four) with distinctive national or regional characteristics, and has a greater influence in the local area.
