Traditional villages of administrative villages, villages and towns all include?

In current China, there are two kinds of villages: natural villages and administrative villages. A natural village is a natural settlement in a rural area of China. Natural villages in the plains of the north are usually larger, and natural villages in the hilly water network areas of the south are usually smaller. Administrative villages are the lowest level of China's administrative division system, with authorities such as villagers' committees or village offices. In many places, administrative villages overlap with natural villages; in others, an administrative village includes several to dozens of natural villages; and in isolated places, a natural village is divided into more than one administrative village. For example, there are 324 natural villages and 380 administrative villages in Baxian County***, Hebei Province; 750 natural villages and 728 administrative villages in Zhaoyuan County, Shandong Province; 2124 natural villages and 611 administrative villages in Xiaoxian County, Anhui Province; and 1229 natural villages and 205 administrative villages in Fuping County, Hebei Province, with the ratios of the number of natural villages to the number of administrative villages standing at 0.85, 1.03, 3.48, and 6.00, respectively.According to the end of 1986 According to statistics at the end of 1986, there were 3.65 million natural villages in the country; another said that there were 4.2 million natural villages at the beginning of the 1990s; and in August 1998, Tong Valuable, director of the Internal Affairs Office of the Internal and Judicial Affairs Commission of the National People's Congress, said that there were more than 5.35 million natural villages. The size of the natural villages varies greatly, with the largest village in Lankao County, Henan Province, having 2,720 households and 12,337 people, while Jiangling County, Hubei Province, has an average of only eight households and 33 people per natural village. The total number of administrative villages is more than 700,000, and the population of administrative villages usually ranges from 700 to 800 to 4,000 to 5,000, with a typical and average size of about 250 households and 1,000 people. The term village in this article refers mainly to administrative villages. There are two interpretations of village government here: the broader interpretation refers to the power organization and its activities in the village, and the narrower interpretation refers to the village-level power organization and its activities. Nowadays, the popular saying is "village government, village rule", and the reference to village government naturally has a different meaning. Since the author is not an official or an expert in charge of the construction of rural grassroots power, he can only provide some comments from the grassroots. In this chapter, I will briefly review the evolution of village government in history, criticize the rural grassroots "mass self-governing organizations" in terms of theory and practice, and put forward specific ideas for the repositioning of the villagers' committees and the construction of village government in the future.
