Regulations of Heilongjiang Province on Sports Development (revised in 2005)

Article 1 These Regulations are formulated in accordance with the Sports Law of the People's Republic of China and other relevant laws and regulations, combined with the actual situation of this province, in order to promote the development of sports undertakings, enhance people's physique, improve the level of sports technology and promote the construction of socialist material civilization and spiritual civilization. Article 2 These Regulations shall apply to the development and management of sports undertakings within the administrative area of this province. Article 3 Sports administrative departments at all levels shall be responsible for sports work within their respective administrative areas and organize the implementation of these Regulations.

Planning, finance, industry and commerce, education, health, construction, ethnic groups, disabled persons' federations and other relevant departments at all levels shall do a good job in sports development within their respective functions and duties.

The competent departments of agriculture, forestry and railway are responsible for the sports management of this system, and accept the guidance and supervision of the provincial sports administrative department in business. Article 4 People's governments at all levels should adhere to the direction that sports serve economic construction and social development, incorporate sports undertakings into national economic and social development plans, and promote the development of sports undertakings.

People's governments at all levels should establish a competitive, cooperative, flexible and efficient sports operation mechanism. Develop sports intangible assets, develop sports industry and manage sports business activities according to law. Article 5 People's governments at or above the county level shall incorporate sports funds and sports capital construction funds into their fiscal budgets and capital construction investment plans at the corresponding levels, and gradually increase their investment in sports undertakings with the development of the national economy. Article 6 Sports associations, individual sports associations, sports science societies and other sports organizations at all levels shall, in accordance with their respective articles of association, organize sports activities and sports scientific research to promote the development of sports undertakings. Article 7 People's governments at all levels shall create necessary conditions for citizens to participate in social sports activities and support the development of mass sports activities. Eighth, implement the national fitness plan. Article 13 People's governments in areas where ethnic minorities live in concentrated communities shall establish ethnic minority sports associations, carry out fitness activities with ethnic traditional events as the main content, hold ethnic traditional sports competitions, and select and train ethnic minority sports talents in combination with ethnic characteristics.

People's governments at all levels shall encourage the society to explore and improve traditional ethnic and folk sports. Fourteenth trade union organizations at all levels should attach importance to the development of staff sports activities, give full play to the role of their sports venues, and advocate and popularize fitness methods and exercise programs suitable for the characteristics of employees.

Women's federations at all levels should carry out physical fitness activities suitable for women's characteristics.

State organs, enterprises, institutions and social organizations shall provide employees with necessary fitness facilities and places, and carry out various forms of sports activities and mass sports competitions such as interval exercises. Fifteenth public sports venues should carry out sports business activities that are compatible with the purpose of the venue and give full play to their sports functions.

The park should be open to morning exercisers free of charge from 5: 00 to 8: 00. Except for zoos, amusement parks and other parks that are holding large-scale business activities. School sports venues can be opened to the public during holidays, winter and summer vacations. New residential areas, economic development zones and schools must build corresponding sports facilities. Eighteenth sports administrative departments at all levels shall, in accordance with the relevant provisions of the state, manage the national physique as a national resource, implement physical exercise standards, and establish national physique monitoring institutions.

The national physique monitoring institution shall monitor citizens' physique in accordance with the regulations. Establish a national physique database and publish monitoring data regularly.
