Regulations on Protection of Traditional Villages in Buchuan Yao Autonomous County
The traditional villages referred to in these regulations, refers to villages formed earlier, with richer resources, with certain historical, cultural, scientific, artistic, social and economic value, should be protected. Article 3 The protection of traditional villages follows the principles of planning first, overall guidance, overall protection, taking into account the development, living heritage, rational utilization, government guidance, villagers' participation. Article 4 The people's government of autonomous counties shall strengthen the leadership of the protection and utilization of traditional villages, establish and improve the coordination mechanism for the protection of traditional villages, and take the following measures to promote the protection and utilization of traditional villages:
(a) the protection of traditional villages into the national economy and social development planning, implementation of classification and protection, management;
(b) the protection of traditional villages will be Work funds included in the annual budget, the establishment of traditional village protection and development of special funds, earmarked for the rescue repair of traditional buildings and traditional village protection, management, as well as the owner or user of the maintenance and repair costs of the subsidies;
(c) the people's government of the autonomous counties to support industrial projects should be tilted to the protection of traditional villages, and constantly strengthen the traditional village infrastructure, public **** service facilities and improve the living environment;
(4) Regularly organizing relevant departments and experts to supervise, inspect and evaluate the protection and utilization of traditional villages. Article 5 The autonomous county housing and urban-rural construction departments are responsible for the guidance, supervision and management of the protection and utilization of traditional villages; the autonomous county departments of culture, sports and tourism are responsible for the protection and rational utilization of historical relics and folk cultural projects in traditional villages, and the revival of folk festivals, skills and excellent traditional cultural practices; other relevant departments are responsible in accordance with their respective duties to do a good job in the protection and development of traditional villages and related work. Article 6 The people's governments of townships and villages are responsible for the protection and utilization of traditional villages within their administrative areas, and perform the following duties:
(1) In accordance with the relevant laws and regulations and the protection and development planning of traditional villages, implement the responsibility to ensure the implementation of the protection and development planning projects;
(2) Participate in the census, project preparation and declaration of the resources of traditional villages;
(3) Guiding villages (residents) to protect cultural relics and monuments in villages, characteristic dwellings and other traditional buildings, improving the human environment of traditional villages, and restoring the cultural space, original pattern and form of traditional villages;
(4) doing a good job of publicizing the protection of traditional villages, setting up a system of regular inspections for the protection of traditional villages, and guiding and supervising villages (residents) to do a good job of protecting and utilizing the traditional villages;
(E) other duties prescribed by laws and regulations. Article 7 The village (neighborhood) committee shall be responsible for the daily management of traditional village protection under its jurisdiction, and shall perform the following duties:
(1) to incorporate the protection of traditional villages into the village rules and regulations, and urge the villagers (residents) to protect the traditional buildings, structures and cultural relics and monuments, and to reasonably utilize the historical and cultural heritage within the traditional villages;
(2) to cooperate with the relevant departments to do a good job in census of the resources of traditional villages, and to make a good use of the traditional villages that are at risk of destruction. Register and collect traditional buildings and structures that are in danger of destruction, and protect traditional buildings and structures that have collapsed or scattered;
(3) Strengthen publicity, education and safety precautions for fire safety of traditional villages;
(4) Discourage and stop behaviors that violate the protection and development planning of traditional villages, and report to the township people's government in a timely manner in case of failure to listen to the dissuasive behaviors;
< p>(E) to do a good job of traditional village protection and utilization of other work. Article 8 The owner or user shall be responsible for the maintenance and repair of traditional buildings and structures in accordance with the requirements of the traditional village protection and development planning. Chapter II Declaration and Planning Article 9 The declaration of traditional villages in autonomous counties shall be made by the village (neighborhood) committee where the village is located, with the consent of the people's government of the township, and submitted to the department of housing and urban-rural construction of the autonomous county for examination. Autonomous county housing and urban and rural construction departments within three months, shall, in conjunction with culture, sports and tourism, natural resources, finance, ethnic religion and other departments to organize expert review, approved by the people's government of the autonomous county, included in the protection of traditional villages in the autonomous county list. Autonomous county housing and urban and rural construction departments shall be announced to the community within thirty days from the date of approval.The following materials shall be submitted for the declaration of county-level traditional villages:
(1) a description of the historical evolution, local characteristics and historical and cultural values of the traditional villages;
(2) a description of the current situation of the traditional pattern and historical features;
(3) the protection measures that have been taken and the scope of protection to be taken;
(4) the historical environmental elements and the current situation of the village human settlements;
(5) the current situation of the village human settlement environment;
(6) the current situation of the village human settlement environment; and environment status;
(v) list of traditional buildings, cultural relics and monuments.
Originally included in the list of traditional villages above the autonomous region level, the list of historical and cultural villages, and villages with minority characteristics are included in the list of traditional villages above the county level for protection, and do not need to re-declare.
