Chapter I General Provisions
Article 1 In order to strengthen funeral management and promote the construction of socialist material civilization and spiritual civilization, these Measures are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this province.
Second units and individuals that hold funeral activities and engage in funeral services within the administrative region of this province shall abide by these measures.
Article 3 People's governments at all levels shall incorporate funeral work into the overall planning of urban and rural capital construction and spiritual civilization construction.
Fourth civil affairs departments at all levels are the competent departments of funeral management, responsible for the supervision and inspection of funeral management.
Funeral management institutions at all levels are responsible for the daily work of funeral management under the leadership of the civil affairs departments at the same level.
Fifth funeral management should vigorously promote cremation, reform burial, get rid of feudal superstitious funeral habits, and advocate civilized and frugal funeral.
Article 6 Respect the funeral customs of ethnic minorities. No one else may interfere with the voluntary funeral reform.
Seventh remote mountainous areas with sparse population and inconvenient transportation are burial reform areas, and other areas are cremation areas.
The demarcation of the reform area of burial is proposed by the county (city) people's government, reviewed by the provincial municipal people's government and the regional administrative office, and submitted to the provincial people's government for approval.
Now it has been designated as a cremation area and may not be designated as a burial reform area.
Chapter II Cremation Management
Article 8 After the death of a citizen in a cremation area, cremation shall be carried out except for ethnic minorities who can be buried in the ground as stipulated by the state.
Article 9 The remains of the deceased shall be cremated as soon as possible. In case of death due to a serious infectious disease, the relatives of the deceased or the unit to which they belong shall immediately report to the funeral management institution and the health and epidemic prevention department, and cremate the remains within 24 hours.
If it is necessary to keep the remains temporarily due to special circumstances such as criminal investigation, it must be approved by the public security organ at or above the county level.
Article 10 The remains of people who died in different places shall be cremated on the spot. If it needs to be transported to other places due to special circumstances, it must be approved by the local funeral management agency and go through the formalities of transporting the corpse.
Eleventh transport remains should use special vehicles for funeral. Where conditions are not available for the time being, other vehicles may be used with the approval of the local funeral management agency.
Twelfth normal cremation of the remains of the deceased, must hold the death certificate issued by the deceased unit, village (neighborhood) committees or hospitals.
The cremation of the remains of abnormal deaths requires a certificate issued by the public security organ at or above the county level.

Chapter III Funeral Management
Fifteenth citizens in the reform area of burial after death, can be buried and cremated voluntarily, should be encouraged and supported, others shall not interfere.
Sixteenth bodies of dead citizens in the reform area of burial shall be buried in cemeteries, or in barren hills and wasteland designated by the local people's government, or buried underground without leaving graves.
Seventeenth local people's governments in the reform area of burial shall, in line with the principle of developing production and saving land, rationally plan the land for burial.
Article 18 It is forbidden to build graves or serve as cemeteries on cultivated land, places of historical interest, cultural relics protection areas, reservoirs, river dams, railways and highways.
In the above-mentioned no-burial areas, except the tombs of revolutionary martyrs, celebrities, overseas Chinese ancestors and tombs with historical, artistic and scientific research value, the existing tombs should be demolished or moved within a time limit. Specific measures shall be formulated by the local people's government.
Article 19 The people's government where the burial reform zone is located shall actively create conditions for the gradual implementation of cremation.
Chapter IV Management of Funeral Supplies and Reform of Funeral Customs
Twentieth units and individuals that produce and sell funeral supplies can register with the administrative department for industry and commerce only after being examined and approved by the civil affairs department at or above the county level.
Twenty-first cremation area, prohibit the production and sale of coffins and other funeral supplies for burial.
Twenty-second prohibit the production, sale and use of tin foil, paper money, paper money, paper and other feudal superstitious funeral supplies.
Twenty-third civilized, healthy and scientific funeral etiquette, and feudal superstitious activities are prohibited in funeral activities.
Twenty-fourth funeral activities, it is forbidden to set off fireworks in urban areas and other areas and places where laws and regulations prohibit fireworks.
Twenty-fifth funeral is simple, and it is forbidden to do big things. The specific management measures shall be formulated separately by the relevant departments of the Provincial Civil Affairs Department.
After the death of state functionaries, relatives voluntarily bury the ashes of the deceased in operating cemeteries, and the expenses shall be borne by relatives.
Twenty-sixth religious citizens should hold funeral ceremonies in accordance with religious traditions and customs, and hold them in places for religious activities approved by the people's governments at or above the county level.
Chapter V Funeral Service Facilities
Twenty-seventh people's governments at or above the county level shall, from the reality, establish funeral service facilities such as funeral homes, crematoriums and cemeteries.
People's governments at all levels shall include the funds needed for the relocation, expansion, reconstruction and renovation of funeral service facilities in the financial budget.
Twenty-eighth operating cemetery by the city and county funeral management institutions, other units and individuals shall not be established.
The establishment of operating cemeteries is proposed by the municipal and county civil affairs departments. After being audited by the people's government at the same level, it is reported to the provincial civil affairs department for approval step by step, and it can only be operated after receiving the "Cemetery Business License". The establishment of Sino-foreign joint venture cemeteries shall be carried out in accordance with relevant state regulations. Twenty-ninth villages should set up public cemetery. The establishment of public cemetery is proposed by the village, audited by the township (town) people's government and approved by the county-level civil affairs department. Thirtieth cemeteries should be built on barren hills, slopes, non-arable land or land unsuitable for cultivation, and go through the formalities for examination and approval of land use in accordance with the relevant provisions of land management. Thirty-first townships (towns) and villages in cremation areas shall establish columbariums. The township (town) columbarium is built and managed by the township (town) people's government, and the village columbarium is built and managed by the villagers' committee. Chapter VI Legal Liability Article 32 Anyone who violates the provisions of Article 8 of these Measures shall be ordered to be cremated by the local civil affairs department; Refuses to carry out, the civil affairs department at or above the county level shall report to the people's government at the same level for approval, and organize personnel to cremate the body forcibly, and the expenses shall be borne by the mourner, who shall be fined above 500 yuan 100 yuan. If the deceased is a national staff member or an employee of an enterprise or institution, the unit to which he belongs shall not pay funeral expenses and funeral difficulties subsidies except in accordance with the provisions of the preceding paragraph. Thirty-third in violation of the provisions of article tenth of these measures, the local civil affairs departments shall impose a fine on the mourners in 500 yuan. Thirty-fourth in violation of the provisions of article eleventh of these measures, without the approval of the local funeral management agencies, the use of non funeral service vehicles to transport the remains, by the local civil affairs departments to impose a fine on the driver in 300 yuan. Thirty-fifth in violation of the provisions of article thirteenth of these measures, the urn is buried in a coffin, and the local civil affairs department shall impose a fine on 200 yuan. Thirty-seventh in violation of the provisions of article twenty-first, the local civil affairs department shall confiscate the illegal income and impose a fine of two to three times the illegal income. Thirty-eighth in violation of the provisions of article twenty-second, the local civil affairs department confiscated the manufacturing tools and illegal income of producers and sellers, destroyed the real thing, and imposed a fine of two to three times the illegal income; Impose a fine of not more than 200 yuan on users. Thirty-ninth in violation of the provisions of article twenty-third, engaged in feudal superstitious activities, by the local public security organs in accordance with the "Regulations of the people's Republic of China on administrative penalties for public security," the fourth paragraph of article twenty-fourth; The local civil affairs department shall impose a fine of not more than 200 yuan on the bereaved. Forty-seventh city and county people's governments may, in accordance with these measures and in light of local conditions, formulate specific implementation measures.
