The conditions for the recognition of national manufacturing innovation centers as well as the criteria are as follows:

4. The following conditions shall be met for the establishment of the Innovation Center:

(1) The Innovation Center shall adopt the organizational form of an enterprise legal person and operate according to the mode of "Company + Alliance".

(2) The company supporting the innovation center should be an independent legal entity formed by the leading enterprises in the industry and related units of the industrial chain through capital alliance, and its shareholders should include a number of leading enterprises in the field.

(3) The alliance of the innovation center must broadly absorb innovation entities such as enterprises, research institutions and universities nationwide, and ensure coverage of a considerable portion of national-level innovation platforms.

5. The innovation center should build an efficient and synergistic working mechanism.

6. The innovation center should have the ability to sustain and develop itself.

7. The innovation center should have a R&D team that represents the advanced level of the field.

8. The innovation center should play a guiding role in the industry through the R&D activities of ****ual technologies.

9. The Innovation Center is required to establish a market-based mechanism for the transformation of intellectual property and technological achievements.

10, the innovation center should serve as a platform for resource *** enjoyment.

11, the innovation center should have a certain technical exchange or cooperation base with internationally renowned universities, research institutions or enterprises.

12. The innovation center needs to operate stably for a period of time and make significant contribution to and impact on industrial technological innovation before it is eligible to apply for upgrading to a national innovation center.

The process of recognizing a national manufacturing innovation center has the following aspects:

1.Release of notice and acceptance of declaration

The National Industry and Ministry of Information Technology will publicly release a notice to start the declaration of manufacturing innovation centers. For units that have already become provincial manufacturing innovation centers, they are eligible to submit further applications to the local Department of Industry and Information Technology.

2.Provincial Preliminary Examination and Recommendation

The provincial Department of Industry and Information Technology, which receives the application materials, will carry out a comprehensive preliminary examination of the submitted materials to verify the authenticity, formatting standardization, and completeness of the materials. Recommendations will be given based on the review.

3. Comprehensive assessment and review

The Ministry of Industry and Information Technology will organize a team of experts to conduct a more in-depth comprehensive assessment and validation of the applications after receiving the recommendations from the provinces.

4.Announcement of Results and Cultivation Program

After rigorous and comprehensive validation, the Ministry of Industry and Information Technology (MIIT) will shortlist eligible manufacturing innovation centers for cultivation and support, and announce the results through the announcement.
