Rule by virtue is the fundamental guarantee for the implementation of the rule of law. Law and morality are both social superstructures that regulate people's behavior, and they are both different and related. The implementation of morality does not depend on the coercive power of the state, but mainly depends on public opinion, traditional power and people's consciousness. The law forces people to obey through the coercive power of the state. No matter from legislation or judicial practice, it is inseparable from the protection of socialist morality. No matter how perfect the law is, it is also enforced by people. Especially for law enforcers, if their moral level is low, they will regard the law as a tool and soil for personal gain or corruption. The implementation of the rule of law and the rule of virtue should first be based on the rule of law and the rule of virtue, thus promoting the implementation of the rule of law and the rule of virtue in the whole society. By punishing illegal and criminal acts and protecting legal acts, we can not only cultivate people's awareness of obeying the law, but also improve people's moral concepts. Legal norms must be based on morality. At the same time, moral conditions restrict the development of legislation. The improvement of moral level will create conditions for the formulation of laws and promote the implementation of laws. The combination of rule of law and rule of virtue is a complete strategy for governing the country.

Rule by virtue is not only a means of governing the country, but also the goal of social development and progress. From a personal point of view, the very important content of people's self-development is the self-improvement of personality, and the improvement of personality mainly depends on the improvement of moral standards. A person with low moral standards will not have a healthy personality. At the same time, compared with the rule of law, morality is an eternal concept of human society. As long as human society exists, it is inseparable from moral norms. The rule of law is a historical category. When human society develops to a certain stage, it will naturally die out. From this perspective, the meaning of rule by virtue is more extensive and far-reaching.

To realize the combination of rule of law and rule of virtue, we must establish a moral system that meets the requirements of socialist market economy. This moral system should be guided by Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, with serving the people as the core, collectivism as the principle, love for the motherland, people, labor, science and socialism as the basic requirements, and social morality, professional ethics and family virtues as the basic contents. We must also adhere to the unity of respecting the legitimate rights and interests of individuals and taking social responsibilities, coordinating efficiency with maintaining social fairness, combining advanced requirements with extensive requirements, and coordinating moral education with social management.
