According to the latest policy changes, the pharmacist industry will undergo the following major changes in 20 19:
(1) industry access: the state implements a pharmacist practice registration system, pharmacists include pharmacists and assistant pharmacists, and assistant pharmacists are not allowed to open individual pharmacies;
2 Registration examination requirements: the qualification threshold for pharmacist examination is raised to undergraduate degree, and the qualification threshold for new assistant pharmacists is junior college or technical secondary school degree;
③ Salary: Pharmacists' practice belongs to medical activities, and the professional pharmaceutical technical services provided should be charged corresponding pharmaceutical service fees. In other words, after the implementation of the Pharmacist Law, the wages of pharmacists will be increased;
(4) Professional status: To upgrade the status of pharmacists, the state has set up a "Pharmacist's Day", and the specific date is to be determined.
1, pharmacist qualification examination
Article 1 1 of the Exposure Draft stipulates that those who meet one of the two conditions can take the licensed pharmacist qualification examination:
(1) has a bachelor's degree or above in clinical pharmacy, pharmacy or traditional Chinese medicine in colleges and universities, has been engaged in pharmaceutical professional technical services in medical institutions or social pharmacies under the guidance of pharmacists (excluding assistant pharmacists), and has passed the actual operation for one year;
(two) after obtaining the qualification certificate of assistant pharmacist, he has obtained a bachelor's degree in clinical pharmacy, pharmacy or traditional Chinese medicine, and engaged in pharmaceutical professional technical services in medical institutions or social pharmacies;
This means that after the promulgation of the Pharmacist Law, it is necessary for pharmacists to have a bachelor's degree, which is a great blow to social pharmacies, because the proportion of bachelor's degree in social pharmacies is extremely low at present.
2, assistant pharmacist qualification examination
Article 12 of the exposure draft stipulates that those who have a college degree or technical secondary school degree in pharmacy or traditional Chinese medicine in colleges and universities and are engaged in pharmaceutical professional operation and technical services such as drug logistics management and drug preparation in medical institutions or social pharmacies under the guidance of pharmacists (excluding assistant pharmacists) can take the assistant pharmacist qualification examination if they have passed the actual operation for one year.
3. Chinese medicine practitioners do have expertise and will relax the requirements for registration examinations.
For comments, article 13 stipulates that students who have studied traditional pharmacy for three years or have many years of practical operation and professional knowledge of pharmaceutical technical services can take the pharmacist qualification examination or assistant pharmacist qualification examination after being confirmed and qualified by the provincial health and family planning administrative department and recommended by traditional pharmaceutical professional institutions. In other words, a teacher with a low degree in Chinese pharmacy must pass the provincial and national examinations to obtain the qualification of pharmacist.
In short, in the future, only pharmacy and traditional Chinese medicine majors can take the pharmacist exam, and only undergraduates majoring in pharmacy and traditional Chinese medicine can take the pharmacist exam. It is very likely that Chinese and western medicine will not be allowed to mix in the future. For example, the possible policies: pharmacy majors can only sign up for the licensed western pharmacist exam, and Chinese pharmacy majors can only sign up for the licensed Chinese pharmacist exam.
In addition, in addition to the requirements of registration review, the draft of the Pharmacist Law has also greatly revised the access requirements of pharmacies. According to article 2 1 of the exposure draft, "pharmacists who apply for opening individual pharmacies shall have been practicing in medical institutions or social pharmacies for five years after registration and passed the examination. Assistant pharmacists are not allowed to open individual pharmacies. " This move will undoubtedly have a greater impact on individual pharmacies.
