Regarding the background of basketball culture construction, there are four practical needs besides the grim situation we mentioned above.

First of all, this is the need for China basketball to develop to a higher level. Whether a sport has its own unique project culture is an important symbol to measure the maturity of the project. If China basketball wants to develop to a higher level along the road of socialization and industrialization, it must constantly make itself ideological, knowledgeable, symbolic, standardized and systematic. Because only by realizing the "five modernizations" of basketball can we gain wider social recognition, form our own unique cultural taste, create wealth and contribute to society. Therefore, strengthening the construction of basketball culture is the realistic need for the development of contemporary China basketball to a higher level.

The second is to solve a series of deep-seated problems and contradictions encountered in the current basketball reform and development. In recent years, although the reform and development of basketball has made remarkable achievements and been widely recognized by the whole society, some deep-seated problems that restrict the development of basketball still exist, such as outdated concepts, low quality, slow improvement of the national team's performance, weak league marketing ability, and ineffective efforts to attract young fans. On the surface, these problems are that our specific work has not been done well, but the fundamental reason is the lack of our basketball culture and our original concept and mode of project organization and management. Chairman Mao once said, "An army without culture can't win a battle". Similarly, only basketball players armed with advanced basketball culture can win the current tough battle of reform and fundamentally solve the deep-seated contradictions and problems that restrict the development of basketball.

Third, it is the realistic need to promote the sustainable development of basketball. Whether a project can achieve sustainable development depends on the social and market basis of the project. How to effectively expand the social foundation and market foundation of the project depends on whether the project has affinity, appeal and influence. At this year's national basketball work conference, we put forward that "a basketball without culture is a basketball without connotation and taste, a basketball without culture is a basketball without affinity, appeal and influence, and a basketball without culture is also a basketball without motivation, charm and competitiveness." If you don't understand basketball from a cultural perspective, you can't really understand the connotation and essential characteristics of basketball, and you are not a sober basketball worker. In a word, basketball culture is the soul of basketball, and cultivating and developing basketball culture is a major strategic issue related to whether basketball can achieve sustainable development.

Fourth, it is the actual need to expand the external communication of basketball. If China wants to become a big basketball country in the world, it must make every effort to build its own basketball culture. Because, only the communication based on basketball culture is the all-round, multi-channel and wide-ranging communication, the communication of people flow, logistics, capital flow and information flow, and the communication needed to enhance the overall strength of China basketball.

In a word, chinese basketball association's proposal to comprehensively strengthen the construction of basketball culture at this time is really the actual need of the development of basketball in China at this stage. In my opinion, basketball in China has reached a critical moment. If we don't grasp the construction of basketball culture, we will miss the best development opportunity in history.
