The content of the scheme is mostly the work assigned by the superior to the subordinate or involves a large area. Generally, it is distributed in the form of "file header" without signature, only the title, writing time and text are needed.
There are generally two ways to compile the scheme text: one is the conventional way, that is, according to the guiding principles, main objectives (key points), implementation steps, policy measures and requirements, which is a relatively fixed procedure and suitable for general routine single work; The second is variable writing, that is, adding or subtracting items according to actual needs, which is suitable for special single work.

In the "main goal", it is generally divided into general goal and specific goal; "Implementation steps" are generally divided into basic steps or stages and key steps, in which there are key work items; The contents of "policy measures" are generally divided into "policy guarantee", "organizational guarantee" and "specific measures".
Planning is a preparatory plan, which belongs to a kind of work plan in terms of language nature, but it has the requirements of concreteness, professionalism, thoroughness and concentration of time limit, and belongs to the category of applied writing research.
