Regulations on the Protection and Development of Korean Traditional Sports in Yanbian Korean Autonomous Prefecture

Article 1 In order to inherit and protect Korean traditional sports, carry forward and develop Korean traditional sports undertakings, and inherit and carry forward Korean traditional sports culture, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of Autonomous Prefecture. Article 2 The traditional Korean sports mentioned in these Regulations refer to the swing, springboard, wrestling and other sports activities that are unique to the Korean people, widely popularized and inherited. Article 3 These Regulations shall apply to the protection and development of Korean traditional sports activities within the administrative area of Autonomous Prefecture. Article 4 People's governments at or above the county level shall protect and develop Korean traditional sports, adhere to the combination of inheritance and innovation, popularization and improvement, maintain and carry forward the characteristics and advantages of Korean traditional sports, and promote the integration of Korean traditional sports with other national sports. Fifth people's governments at or above the county level shall incorporate the protection and development of Korean traditional sports into the national economic and social development plan. Article 6 The administrative department of ethnic affairs of the Autonomous Prefecture People's Government shall be responsible for organizing the implementation of these Regulations. Its main responsibilities are:

(a) to study and formulate the development plan and related policies of traditional Korean sports, and organize and carry out traditional Korean sports activities;

(two) to organize and publicize the laws, regulations and policies on the protection of traditional sports of ethnic minorities;

(3) Coordinate relevant departments to do a good job in the protection and development of Korean traditional sports;

(4) Excavating and sorting out Korean traditional sports and cultural resources;

(five) guidance, supervision and inspection of counties (cities) and relevant departments to carry out the protection and development of Korean traditional sports. Article 7 The sports administrative department of the people's government at or above the county level shall be responsible for sorting out, demonstrating, perfecting and determining the rules of Korean traditional sports and activities; Responsible for the training of coaches of Korean traditional sports, the selection and training of athletes and the organization of sports meetings; Responsible for the popularization and promotion of Korean traditional sports. Article 8 The education administrative department of the people's government at or above the county level shall be responsible for popularizing Korean traditional sports and cultivating reserve talents; Compile the Korean traditional physical education curriculum and incorporate it into the Korean primary and secondary school physical education curriculum. Encourage Han primary and secondary schools to offer Korean traditional sports school-based courses and carry out Korean traditional sports activities. Institutions of higher learning within the administrative area of the ninth Autonomous Prefecture are responsible for cultivating Korean traditional sports talents; Organize the research and academic exchange activities of Korean traditional sports disciplines. Tenth other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the protection and development of Korean traditional sports. Eleventh people's governments at or above the county level shall attach importance to and protect the inheritors of Korean traditional sports, and encourage high-level and experienced Korean traditional sports experts to teach with apprentices. Twelfth people's governments at or above the county level shall set up special funds for the protection and development of Korean traditional sports, included in the fiscal budget, and increase year by year according to the proportion of fiscal revenue growth, mainly for:

(a) the construction of Korean traditional sports base;

(2) Popularizing traditional Korean sports activities and organizing various competitions;

(3) Protect and study the traditional sports culture of Korean nationality;

(4) Training Korean traditional sports athletes and coaches;

(five) to reward outstanding athletes and coaches of Korean traditional sports;

(six) other matters related to the protection and development of Korean traditional sports. Thirteenth people's governments at or above the county level encourage enterprises, institutions and social organizations to raise funds to protect and develop traditional Korean sports, and encourage social organizations and individuals to make contributions to the protection and development of traditional Korean sports. Article 14 The enterprise income tax payable by enterprises and institutions engaged in the training of Korean traditional sports talents and the production and operation of Korean traditional sports equipment within the administrative area of Autonomous Prefecture belongs to the state sharing part, which is decided by the state people's government and reported to the provincial government for approval, and shall be reduced or exempted. Fifteenth people's governments at or above the county level shall encourage and support citizens, legal persons and other organizations, as well as organizations and individuals at home and abroad to carry out exchanges and cooperation in Korean traditional sports culture according to law. Article 16 People's governments at or above the county level shall support the combination of Korean traditional sports and tourism, and organize performances, competitions and participatory activities of traditional sports such as swings, springboard and wrestling in tourist attractions. Article 17 People's governments at or above the township (town) level encourage people of all ethnic groups to participate in Korean traditional sports activities, hold Korean traditional sports meetings regularly, and include Korean traditional sports advantages such as swing, springboard and wrestling in sports. Eighteenth athletes and coaches in any of the following circumstances, the people's governments at or above the county level shall give awards and preferential treatment.

(a) to reward the athletes and coaches who won the first, second and third prizes at the traditional sports meetings of ethnic minorities at or above the provincial level;

(2) Athletes who have won the first and second prizes in the national traditional sports meeting of ethnic minorities, who have high school education, are recommended to go to the sports training major of the School of Physical Education of Yanbian University for further study with reference to the national athlete grade standard;

(III) Athletes who won the first prize at the national traditional sports meeting of ethnic minorities will be given special post preferential treatment when taking part in the open recruitment examination for coaches and physical education teachers related to Korean traditional sports. Article 19 The Standing Committee of the People's Congress of Yanbian Korean Autonomous Prefecture shall be responsible for the interpretation of these Regulations.
