Who is responsible for the supervision of food production?

The specific food safety supervision work is mainly undertaken by the State Food and Drug Administration, the Ministry of Agriculture, the General Administration of Quality Supervision, Inspection and Quarantine, the State Administration for Industry and Commerce, the Ministry of Public Security and other departments.

China Food and Drug Administration is responsible for the unified supervision and management of food safety and effectiveness in production, circulation and consumption. Responsible for drafting the draft laws and regulations on food safety supervision and management, establishing a mechanism for investigating and managing food safety hidden dangers, promoting the establishment of a mechanism for implementing the main responsibility of food safety enterprises and the overall responsibility of local people's governments, establishing a unified food safety information release system, releasing major food safety information, building an emergency system for food safety accidents, organizing and guiding the emergency handling and investigation and handling of food safety accidents, carrying out food safety publicity, education and training, international exchanges and cooperation, comprehensively coordinating food safety supervision and management, and promoting a sound coordination and linkage mechanism.

The Ministry of Agriculture is responsible for the quality and safety supervision and management of edible agricultural products from planting and breeding to entering the wholesale and retail markets or production and processing enterprises, and for the supervision and management of the quality and use of agricultural inputs such as veterinary drugs, feeds and feed additives within its scope of duties; Responsible for the quality and safety supervision and management of livestock and poultry slaughter and raw milk purchase.

The General Administration of Quality Supervision, Inspection and Quarantine is responsible for the supervision and management of the production and processing of food-related products such as food packaging materials, containers and food production and marketing tools; Responsible for the safety, quality supervision, inspection, supervision and management of imported and exported food.

The State Administration for Industry and Commerce is responsible for the supervision and inspection of health food advertising activities.

The Ministry of Public Security is responsible for organizing and guiding the investigation of food and drug crimes.

Article 5 A food safety committee shall be established in the State Council, and its responsibilities shall be stipulated by the State Council.

The food safety supervision and administration department of the State Council shall, in accordance with the responsibilities stipulated in this Law and the State Council, supervise and manage the food production and marketing activities.

The administrative department of health of the State Council shall, in accordance with the responsibilities stipulated in this Law and the State Council, organize food safety risk monitoring and risk assessment, and work with the food safety supervision and administration department of the State Council to formulate and publish national food safety standards.

Other relevant departments in the State Council shall undertake food safety work in accordance with the responsibilities stipulated in this Law and the State Council.

Article 6 The local people's governments at or above the county level shall be responsible for the supervision and management of food safety within their respective administrative areas, uniformly lead, organize and coordinate the supervision and management of food safety and the response to food safety emergencies within their respective administrative areas, and establish and improve the whole process supervision and management mechanism and information sharing mechanism of food safety.

The local people's governments at or above the county level shall, in accordance with this Law and the provisions of the State Council, determine the responsibilities of the food safety supervision and management, health administrative departments and other relevant departments at the corresponding level. The relevant departments shall be responsible for the supervision and management of food safety within the scope of their respective duties.

The food safety supervision and administration department of the people's government at the county level may set up agencies in towns or specific areas.
