Wuxing District attaches great importance to this, seizes the favorable opportunity of cooperation with Zhejiang University, and solidly promotes the construction of a new socialist countryside in our region.

First, the current situation of building a new socialist countryside in Wuxing District

Since its establishment three years ago, Wuxing District has always been guided by Scientific Outlook on Development, comprehensively implemented the strategy of coordinating urban and rural development, regarded industry and agriculture, urban and rural areas, citizens and farmers as an organic whole, accelerated the process of urban-rural integration, and achieved the overall balance of urban-rural development. In 2005, the GDP of the whole region was 65.438+0.485 billion yuan, and the per capita GDP reached 365.438+065.438+045 yuan (about US$ 3,800), with an average annual increase of 65.438+06.8% and 65.438+06.6% respectively.

Characteristic and efficient ecological agriculture has developed rapidly, and the cultivation of leading agricultural enterprises has achieved certain results; The investment in agricultural and rural infrastructure construction has been increasing, and the conditions of agricultural and rural infrastructure have improved significantly; The development of leading industries in towns and villages is outstanding, and the strength of four leading industries with new characteristics, such as new textiles, branded children's wear, metal products and mechanical appliances, is further enhanced; The construction of the eastern new district has achieved initial results, the road framework has been quickly opened, the construction of industrial platforms in Zhili, Balidian and Zhu Huan has been rapidly promoted, and the functions of industry and population agglomeration in the new district have become increasingly apparent; The "100 Million Project" and the "Thousands of Town Supermarket Chain Stores and Wancun Rest assured Stores" projects have been further promoted, and the rural ecological environment and consumption environment have been greatly improved; The "six-in-one" rural community health service system was fully completed, taking the lead in building the only provincial-level community health service demonstration area in the city; The "Quality Training Project for 100,000 Rural Labors" was launched to train 40,400 rural labors. It can be said that Xing Wu has made great progress in building a new countryside. In particular, the 640,000-square-meter Balidian farmers' new community, which is listed as a provincial demonstration site for the construction of new rural communities, accurately interprets the goal of building a new socialist countryside with its trinity concept, namely, the extension of infrastructure to the countryside, the coverage of public services to the countryside, and the infiltration of lifestyle to the countryside.

Two, the implementation of the "six major projects", drawing a blueprint for the development of new rural construction.

During the "Eleventh Five-Year Plan" period, the following "six major projects" will be implemented in the construction of new socialist countryside in our region:

(1) rural industrial development project. In accordance with the requirements of developing modern agriculture, the agricultural "35 1 1" project will be implemented in depth to promote the development of efficient ecological agriculture. Accelerate the construction of modern agricultural demonstration bases such as Xing Wu Food Processing Park, Huangni Princess Bamboo Ecological Science and Technology Park and South Taihu Xing Wu Ecological Agriculture Science and Technology Park, speed up the cultivation of five leading industries with characteristics such as soft-shelled turtle and vegetables, make leading agricultural enterprises bigger and stronger, and cultivate eight agricultural products processing enterprises with sales income of more than 6,543.8 billion yuan. Vigorously develop a regional block economy that is suitable for the employment characteristics of rural labor force and closely combines labor-intensive and technology-intensive industries. With the goal of building an advanced manufacturing base, we will thoroughly implement the strategy of "strengthening industrial areas", optimize the industrial structure, upgrade the two pillar industries of textiles and clothing and metal products, expand the two dominant industries of characteristic electromechanical and green food, cultivate two high-tech industries of electronic information and biomedicine, and ecologically transform the two traditional industries of printing and dyeing and mining. Promote industrial upgrading, so that high-tech industries account for more than 30%. We will strengthen rural economic service organizations and vigorously develop rural commercial circulation industry and the tertiary industry such as leisure tourism represented by "farmhouse music".

(2) Rural environmental improvement project. Focusing on the East New District, we will actively improve the infrastructure construction in the whole region and accelerate the pace of urbanization. Implement the county (district) and township highway networking project, and newly rebuild 400 kilometers of rural roads. Promote the extension of urban public transport network to natural villages and fully realize the integration of urban and rural public transport. Improve the infrastructure network covering urban and rural areas, such as electricity, postal services, radio and television. Complete the construction of Laohutan Reservoir and water diversion project in an all-round way, implement the flood control project in the eastern new area, and vigorously carry out the basic construction of farmland water conservancy such as reservoir safety and small watershed management. Strengthen the construction of rural ecological environment focusing on pollution control, strictly control agricultural non-point source pollution, and actively promote efficient ecological agriculture model.

(3) Urban planning and construction projects. Adhere to the combination of renovation and new construction. Keep it as appropriate and build a new one. According to local conditions, classified guidance, in-depth implementation of the "100 villages demonstration, 1000 villages renovation" project as a starting point, accelerate the construction of new rural communities. According to the requirements of the planning and construction of new rural communities in urban planning areas, we will build 20 new rural communities with obvious advantages and high concentration, and form 8 new rural communities with more than 3,000 people. Using the concept of urban community management, according to the requirements of combining hardware and software construction, actively explore the establishment of a long-term mechanism for rural community management.

(4) Rural public service construction projects. We will promote the all-round development of urban and rural social undertakings, and make new breakthroughs in the balance of urban and rural education, the "six-in-one" community health service and the urban-rural integrated social security system. By 20 10, all rural junior high schools and primary schools will meet the standards of grade schools, and the education from three years before school to middle school will be popularized with high standards and high quality 15, and the filing rate of community residents' health records will reach over 95%, and community doctors will implement general practice. Social security for landless farmers, new rural cooperative medical care, farmers' old-age insurance and new social assistance network tend to be perfect, the coverage rate of new rural cooperative medical care is stable at over 93%, and the support rate of rural five-guarantee households reaches 100%. Strengthen the construction of cultural and sports facilities in rural areas and advocate a healthy and civilized lifestyle. Develop rural supermarket chains, rural assured stores and other commercial service systems to improve the rural consumption environment.

(5) Farmers' quality improvement project. We will carry out in-depth activities to create spiritual civilization in rural areas, solidly promote the "100 million" project of mass culture, and strive to explore and create a number of outstanding cultural programs with local characteristics to provide more spiritual food for the broad masses of farmers. Vigorously advocate the socialist concept of honor and disgrace, carry out the theme education activities of building a new socialist countryside, so that farmers can always maintain a high spirit and actively participate in the construction of new countryside. Give full play to the supporting role of science, technology, education and culture in the construction of new countryside, effectively enhance farmers' employment competitiveness and entrepreneurial ability, fully implement the quality training project of rural labor force, accelerate the pace of rural labor force transfer, enable farmers who have transferred their jobs to master professional skills, and enable farmers engaged in agricultural production to meet the requirements of efficient ecological agriculture development. Farmers' ideological morality, scientific culture, concept of rule of law and health quality have been improved in an all-round way. Organize the training of administrative village secretaries and directors to improve the quality of village cadres.

(6) Comprehensive rural reform project. With the goal of breaking the dual structure of urban and rural areas, we will accelerate the reform of urban and rural supporting systems and basically establish new systems such as household registration management, employment, education and health, and social security. Comprehensive rural reform has been deepened and achieved remarkable results, and the reform of collective economic management operation mechanism, land management system and rural financial system has been solidly promoted. Promote the comprehensive reform of villages and towns, and rationally define management functions and authorities. Promote the construction of democratic politics at the grass-roots level in rural areas, effectively strengthen the leading core role of rural party organizations, standardize the operating mechanism of village-level organizations, improve the institutional system of democratic deliberation, decision-making, supervision and management, and constantly improve the dynamic villager autonomy mechanism under the leadership of village party organizations.

Third, grasp the "five carriers" and solidly promote the process of building a new countryside.

(1) Establish a mechanism to implement responsibilities. The participation and cooperation of the whole people in building a new socialist countryside is a systematic project, which needs to be promoted by establishing a sound mechanism and clarifying responsibility measures. The first is to improve the organizational mechanism. On the basis of setting up a leading group and a special work coordination group, our district will promptly set up a leading group office to ensure that personnel and funds are in place and ensure early operation. Relevant departments at township and district levels should also set up a new rural construction leading group as soon as possible, clearly define the leaders in charge, implement the working team, and earnestly ensure that the main leaders personally grasp, the leaders in charge specifically grasp, and the team leaders work together. The second is to implement the responsibility mechanism. According to the implementation plan of new rural construction in our district, the tasks of each project are decomposed into relevant departments and towns, and the objectives and measures of each project are refined into relevant responsible units, so that the tasks are clear, the responsibilities are clear and the measures are practical. The third is a strict assessment mechanism. We will improve the supervision, assessment, reward and punishment mechanism. Through various forms of regular and irregular supervision and inspection, units and individuals with strong measures and obvious results will be commended and rewarded. Those who buck passing, ineffective measures and poor results will be held accountable and severely criticized to promote the implementation of all work.

(2) Grasp the project and speed up the progress. This project is the foundation and starting point of new rural construction. At present, there are 29 cooperation projects between our region and Zhejiang University, and these projects should be promoted simultaneously by classification. For projects that have already cooperated, it is necessary to further clarify responsibilities and deepen cooperation; For cooperative projects, we should further implement the leadership contact system, promote the assessment system, departmental tracking service system, supervision and notification system and other measures, discharge the implementation plan, implement it item by item, and speed up the progress. At present, the most important thing is to do a good job in the cooperative implementation of four projects, namely, the South Taihu Agricultural High-tech Park Science and Technology Incubator, the National Agricultural Products Processing Demonstration Base Technical Support and Inspection Center, the development of low hills and gentle slopes in western mountainous areas and the construction of eco-industrial functional zones, and the Xing Wu Rural Community College of Zhejiang University, to implement the responsible departments, refine the implementation plan and speed up the implementation.

(3) Cultivate typical examples and demonstrate them first. The new rural construction has many points, long lines and wide areas. In order to achieve practical results, we can't "grab our eyebrows and beards", but we must advance from point to area and step by step. Combined with the reality of our region, according to the different economic levels, different landforms and different development characteristics of the east and west, we adhere to the principle of combining typicality with popularization and carefully determine a number of demonstration villages and towns. Each demonstration site should formulate the overall development plan, demonstration focus and implementation plan. For the construction of demonstration villages, actively explore the pairing mode of village enterprises and carry out the activity of "one enterprise takes one village and * * * builds a new countryside". Through the pairing of village enterprises, * * * seeks development ideas, * * promotes village-level economy, * * * runs social undertakings, * * * promotes rural construction, and * * * nurtures rural civilization.

(4) Research, develop and expand the village-level collective economy. To build a new socialist countryside, we must use people and money to handle affairs. Developing and strengthening village-level collective economy is an important way to establish and improve the investment mechanism of new rural construction. The next step should focus on how to guide village-level organizations to give full play to their own advantages, actively explore development models such as land management, resource utilization and cooperative management, effectively increase village-level collective income, study development ideas and put forward countermeasures.

(5) Supervise and urge the "100 million project". Implementing the project of "demonstration of hundreds of villages and renovation of thousands of villages" is an effective carrier to comprehensively promote the construction of new rural communities. This year, we should strengthen supervision and inspection, improve quality and speed up progress in accordance with the requirements of concentrating our efforts and promoting by sections, ensure the completion of the creation of four demonstration villages above the municipal level and the contiguous renovation of 15 administrative villages, complete the planning of more than 16 central villages, and increase the beneficiary population by 25,000. At the same time, the centralized garbage disposal mode will be fully implemented, and the coverage rate of administrative villages with centralized garbage collection will reach over 60%.
