How to declare the heirs of intangible cultural heritage

According to the relevant provisions of the Interim Measures for the Administration of Identification of Representative Inheritors of National Intangible Cultural Heritage Projects, citizens who meet the following conditions may apply for or be recommended as representative inheritors of national intangible cultural heritage projects:

(a) to master and inherit the national intangible cultural heritage;

(2) Being recognized as representative and influential in a certain region or field;

(3) Actively carry out inheritance activities and train successors.

Citizens applying for the representative inheritors of national intangible cultural heritage projects shall provide the following materials to the local cultural administrative departments at or above the county level:

(a) the basic information of the applicant, including age, gender, education, occupation, work unit, etc. ;

(two) the project inheritance pedigree and the applicant's learning and practical experience;

(three) the applicant's technical characteristics, achievements and related certification materials;

(four) the applicant has the relevant physical objects and materials of the project and other materials that are helpful to explain the representativeness of the applicant.

After receiving the application materials or recommended materials, the cultural administrative department shall organize experts to review and report step by step (county level-prefecture level-provincial level-national level).

After receiving the above materials, the provincial cultural administrative department will organize the provincial intangible cultural heritage expert committee to review, and put forward the recommended list and audit opinions in combination with the distribution of the project within their respective administrative areas, and submit them to the the State Council cultural administrative department together with the original application materials and expert review opinions.

After that, the cultural administrative department of the State Council will sort out and classify the declared projects according to their distribution in the whole country, and organize an expert group in this project field to make a preliminary evaluation, and the expert group will put forward preliminary evaluation opinions.

The evaluation committee of representative inheritors of national intangible cultural heritage projects set up by the cultural administrative department of the State Council will evaluate and comment on the preliminary evaluation opinions of each expert group, and put forward the recommended list of representative inheritors of national intangible cultural heritage projects. The recommended list shall be publicized to the public for a period of 15 days. Since then, the cultural administrative department of the State Council has approved the list of representative inheritors of national intangible cultural heritage projects according to the publicity results, and announced it to the public.

A representative inheritor who declares an intangible heritage project can only declare the representative inheritor of the project after the project is included in the list system of intangible heritage projects.

If the project is not included in the intangible cultural heritage list system, it shall first declare the intangible cultural heritage project to the county-level bureau of culture, radio, film and television press and publication, and then declare the representative inheritor of the county-level intangible cultural heritage project after the project is approved. After the project is declared as a non-genetic inheritance project at the city (state) level, it can be declared as a representative of the non-genetic inheritance project at the city (state) level, so as to declare the provincial and national inheritors step by step.
