The "14th Five-Year Plan" period is a crucial period for the peak of carbon dioxide emissions to achieve carbon neutrality in 2030 and 2060. Urban and rural construction is one of the key industries in the peak period of carbon dioxide emission. Three. Development goals
According to the present situation of engineering construction and green building development in our province, and according to the goal of peak carbon dioxide emission before 2030, the following general goals are put forward: by 2025, the total consumption of primary energy and secondary energy in building operation will be controlled at1.1.200 million tons of standard coal, green buildings will be fully completed, the energy utilization efficiency of buildings will be further improved, the energy saving level of new residential buildings in cities and towns will be improved by 30%, and the energy saving level of new public buildings in cities and towns will be improved. 9. Bulk cement rate reached 75%.
Fourth, key tasks
First, improve the level of building energy conservation and carbon reduction. Improve the energy-saving requirements of new buildings, carry out research on the technical route and index system of ultra-low energy consumption and near-zero energy consumption buildings with Lingnan characteristics, formulate technical standards, and carry out pilot projects of near-zero energy consumption buildings and zero-carbon buildings. Combine sponge city construction, urban renewal and green community creation to improve the energy efficiency and green quality of existing buildings. Rational use of shallow geothermal energy and biomass energy, strengthen the promotion and application of renewable energy buildings. Implement building electrification projects, encourage the construction of new building power systems with flexible light storage, and develop flexible electricity-using buildings.
The second is to promote the high-quality development of green buildings. Strengthen the management and control of the whole process of planning and construction, prepare the regional special plan for green building development, improve the supporting system of the whole process of green building design, construction and delivery, strengthen the supervision of key nodes and common quality defects, and implement the main responsibilities of all parties in project construction. The fourth is to promote the green development and application of building engineering materials.
