Article 2 These Regulations shall apply to the protection and development of traditional villages within the administrative area of this province.

The term "traditional villages" as mentioned in these Regulations refers to villages with a long history, material and intangible cultural heritage, high historical, cultural, scientific, artistic, social and economic values, which can fully reflect traditional features, ethnic or regional cultural characteristics and are listed in the list of traditional villages in China and Sichuan, including natural villages and administrative villages.

Article 3 The protection of traditional villages adheres to the principles of government guidance, villagers' autonomy and social participation, and follows the principles of planning first, overall protection, live transmission, rational utilization and promoting development.

Article 4 The people's governments of provinces and cities (prefectures) shall strengthen their leadership over the protection and development of traditional villages, establish a coordination mechanism for the protection and development of traditional villages, and solve major problems in the protection and development of traditional villages.

County (city, district) people's governments are responsible for the specific implementation of the protection and development of traditional villages within their respective administrative areas, formulate protection and development plans and measures, and make overall plans to promote the protection and development of traditional villages.

The township (town) people's government where the traditional village is located shall cooperate with the implementation of the protection and development plan of the traditional village and guide the villagers' committee to do a good job in the protection and development of the traditional village.

Villagers' committees where traditional villages are located participate in the compilation and implementation of the protection and development plan of traditional villages, incorporate the protection and development of traditional villages into village rules and regulations according to law, guide villagers to participate in the protection and development of traditional villages independently, organize villagers to carry out traditional folk cultural activities, discourage and stop violations of the protection regulations of traditional villages, and report to the township (town) people's government in a timely manner.

Fifth local people's governments at or above the county level shall be responsible for the guidance, supervision and management of the protection and development of traditional villages within their respective administrative areas.

Other relevant departments of the local people's governments at or above the county level shall do a good job in the protection and development of traditional villages in accordance with their respective responsibilities.

Article 6 The local people's governments at or above the county level shall incorporate the protection and development of traditional villages into the national economic and social development plan and the national land space plan at the corresponding level, and the required funds shall be included in the fiscal budget at the corresponding level.
