Regulations of Heilongjiang Province on Comprehensive Management of Social Security

Chapter I General Provisions Article 1 In order to maintain social order, ensure and promote the smooth progress of socialist modernization and reform and opening up, these Regulations are formulated in accordance with the provisions of the Constitution of People's Republic of China (PRC), the Decision of the NPC Standing Committee on Strengthening the Comprehensive Management of Social Security, and relevant laws and regulations, combined with the actual situation of our province. Article 2 State organs, social organizations, enterprises and institutions, other organizations and citizens within this province shall abide by these regulations. Article 3 The basic task of comprehensive management of social security is to mobilize and organize all social forces, rely on the broad masses of the people, and use political, economic, administrative, legal, cultural and educational means to rectify social security, combat, prevent and reduce illegal crimes, and maintain social stability. Fourth comprehensive management of social security must adhere to the principle of simultaneously attacking and preventing, taking care of both temporary and permanent solutions, and focusing on permanent solutions; We will implement the principle of combining specialized agencies with the mass line and the principle of territorial management with compartmentalization. Article 5 People's governments at all levels shall incorporate the comprehensive management of social security into the overall planning of the construction and development of socialist material civilization and spiritual civilization, strengthen organizational leadership, and guarantee it in terms of manpower, material resources and financial resources.

The public security department should play a key role in the comprehensive management of social security.

State law enforcement agencies and law enforcement personnel must strictly enforce laws and regulations and severely deal with dereliction of duty and other acts. Article 6 These Regulations shall be organized and implemented by the provincial leading body for comprehensive management of social security, and its office shall be responsible for daily work. Chapter II Organizational Structure and Responsibilities Article 7 The responsibilities of the leading institutions for comprehensive management of social security at the provincial, city (prefecture) and county (city, municipal district) are:

(a) to implement the laws, regulations, rules and policies on the comprehensive management of social security;

(two) to deploy, inspect and guide the comprehensive management of social security;

(three) to coordinate and deal with major issues in the comprehensive management of social security in the region;

(four) investigation, exchange of information, promotion of experience, in recognition of advanced;

(five) to make suggestions to the competent department of the unit or individual that violates these regulations. Eighth township (town), the street office of the comprehensive management of social security leading institutions are responsible for:

(a) to organize the implementation of the work deployed by the leading institutions for comprehensive management of social security at higher levels and formulate implementation plans;

(two) to organize and guide all units and village (neighborhood) committees within their respective jurisdictions to implement various safety measures;

(three) to carry out legal publicity and education and ideological and moral education;

(four) to organize the implementation of measures to help and educate released prisoners, reeducation-through-labor personnel and juvenile offenders within their respective jurisdictions;

(five) to coordinate the agencies of the people's courts, people's procuratorates and public security and judicial administrative departments to do a good job in the comprehensive management of social security. Ninth village (neighborhood) committees are responsible for the comprehensive management of social security:

(a) to publicize and implement the laws, regulations, rules and policies related to the comprehensive management of social security, educate villagers (residents) to abide by the law and protect the state and collective property;

(two) organize the village (neighborhood) people to implement security measures such as anti-theft and fire prevention;

(3) Assisting public security departments, people's procuratorates and people's courts in supervising and inspecting criminals who are under control, suspended, deprived of political rights, executed outside prison or released on parole;

(4) Organizing villagers to assist public security departments, people's procuratorates, people's courts and judicial administrative departments in investigating all kinds of cases, promptly reporting cases occurring in village (neighborhood) committees, and protecting the crime scene;

(five) to assist the police station to manage the permanent and temporary (send) population;

(6) Mediation of civil disputes;

(seven) the implementation of measures to help and educate released prisoners, reeducation-through-labor personnel and those who have committed minor crimes. Tenth state organs, social organizations, enterprises, institutions and other organizations are responsible for the comprehensive management of social security:

(a) to implement the decisions and arrangements of local leading bodies for comprehensive management of social security, formulate work plans and organize their implementation;

(two) to carry out legal publicity and education, education of cadres, workers and students to learn the law, usage, law-abiding;

(three) to be responsible for the assistance and education of released prisoners, reeducation-through-labor personnel and juvenile criminals in this unit;

(four) to implement the safety precautions of the unit, and strengthen the safety precautions of key parts such as treasury, warehouse and arsenal;

(five) to mediate internal contradictions and disputes;

(six) to assist the public security department, the people's Procuratorate and the people's court to investigate and deal with all kinds of cases in this unit.

The People's Armed Forces Department shall organize militia to participate in the maintenance of social order.

All units should incorporate the comprehensive management of social security into their work objectives and establish a target management responsibility system. Chapter III Combating and Preventing Article 11 The people's courts, people's procuratorates and public security, national security and judicial administrative departments shall adhere to the principle of severely cracking down on serious criminal activities according to law and severely crack down on all counter-revolutionaries who undermine the socialist system and criminals who seriously endanger social order.

Illegal and criminal activities such as gambling, prostitution, making, selling, spreading obscene articles, privately planting, making, smoking, selling drugs, abducting and selling women and children, and using feudal superstitions to defraud property should be resolutely banned, banned and cracked down.
