In order to accelerate the high-quality development of producer service industry and promote the deep integration of modern service industry and advanced manufacturing industry, our city issued "Opinions on Promoting the High-quality Development of Service Industry" (hereinafter referred to as "Opinions"), which was officially implemented on April 13.

Producer service industry has the characteristics of strong professionalism, active innovation, high industrial integration and obvious driving effect. The Opinions issued this time mainly focus on nine producer services, including industrial finance, modern logistics, inspection and testing, information technology, R&D design, human resources, energy conservation and environmental protection, exhibition services, and e-commerce, focusing on supporting the demonstration of agglomeration carriers, the cultivation of leading enterprises, the construction of major projects and platforms, the innovation of development formats, and the introduction of headquarters economy, so as to promote new breakthroughs in producer services.

The opinions are clear. 10 supports the policy.

In terms of financial support, Changzhou Modern Service Industry Development Fund was established. Linked with social capital, we will focus on equity investment in growth enterprises, "three new economies" enterprises and emerging service enterprises in the field of producer services.

In terms of supporting the construction of major projects, preferential subsidies were given to service projects that were included in the provincial major project investment plan and the provincial service industry key project investment plan, and the maximum discount for a single project was 2 million yuan. Support the identified major platforms and projects in the form of "one thing, one discussion".

The reward has been greatly improved. In promoting the upgrading of modern service industry clusters, the provincial and municipal demonstration zones for the development of modern service industry clusters will be rewarded with a maximum of 500,000 yuan; Support the declaration of provincial leading enterprises in modern service industry. Reward provincial and municipal leading enterprises in modern service industry, with a maximum reward of 500,000 yuan; Support the innovative development of modern service enterprises. Reward the newly recognized "three new economies" demonstration unit, with a maximum reward of 300,000 yuan; The newly recognized municipal demonstration enterprises of "integration of industrialization and informatization" will be rewarded on the basis of merit, with a maximum reward of 300,000 yuan, and the declaration of provincial demonstration enterprises of "integration of industrialization and informatization" will be supported.

In speeding up the introduction of headquarters economy and reducing costs and increasing efficiency of logistics, the newly recognized municipal comprehensive headquarters enterprises and functional headquarters enterprises were awarded 6,543,800 yuan and 500,000 yuan respectively; Reward the newly recognized municipal key logistics enterprises on the basis of merit, with a maximum reward of 200,000 yuan; Financial rewards will be given to enterprises that have achieved remarkable results in the comprehensive reform of municipal logistics, with a maximum reward of 500,000 yuan.

The Opinions also gave policy support to strengthen the protection of land resources and revitalize the use of existing resources. If included in the provincial and municipal key projects and producer service projects encouraged by our city, it will be guaranteed when arranging new construction land plans; On the premise of meeting the relevant planning, the holders of existing land use rights can use their existing land for productive service projects, and then adjust the land use on the spot after improving the land use procedures through agreement. For areas with surplus commercial office space, encourage the use of existing commercial office space to develop productive service industry.

The "Opinions" also gave a clear statement on improving the enterprise credit repair mechanism for the first time. For example, a credit repair process will be adopted to help enterprises rebuild their credit and eliminate adverse effects.
