Policy bankruptcy enterprise female workers retirement age is 50 or 55

China's current retirement system for female workers still continues to continue the design of the system since the 1950s, that is, except for special types of work, the retirement age of women is generally 55 years old. The current retirement system of female workers in the retirement age of the relevant issues of re-examination has been imminent. First, China's retirement system in the retirement of female workers facing the main problems 1. China's female workers retirement age has lagged behind the objective needs of economic and social development China's current retirement policy provides for the statutory retirement age of 55 years of age for female workers, and special types of workers and relaxation of the period of 5 years. This retirement policy was formulated on the basis of the fact that the health of the population and the life expectancy of our country's population, especially that of female workers, have taken a great leap forward. The large contrast between the lower statutory retirement age and the higher life expectancy of the population has directly increased the burden on the operation of the pension insurance system, affecting the stability and coordinated development of pension insurance. At the same time, the current retirement policy fails to coordinate with the labor market regulation, leading to the waste of some human resources. 2. Lack of flexibility in retirement policy leads to the waste of human resources China is still practicing the one-size-fits-all retirement policy that has been implemented for 50 years, which on the one hand leads to the phenomenon of generalized early retirement; and on the other hand, causes the waste of human resources to a certain extent. Especially in the era of knowledge-based economy, people are educated and trained for a much longer period of time than ever before, and the higher the academic ability, the relatively shorter the working time. Female workers themselves are different from the specificity of male workers, but also determines the overall health of female workers than male workers, and female workers at the age of 55 years old retirement, so that the proportion of human resources input and output is out of balance, which in turn leads to a huge waste of human resources, and adverse consequences for the future of the knowledge-based economy under the conditions of economic development. Second, China's retired female workers system reform ideas and suggestions On the reform of China's retirement policy, is now receiving widespread attention. In view of the inherent constraints of China's basic national conditions, the current situation of the system of pension insurance, the labor market supply and demand in the near future and the medium and long term contradictions, is facing the extremely complex international and domestic macroeconomic and political patterns, in China's retirement policy reform and adjustment, need to be further based on national conditions, emancipation of the mind, broaden the thinking, and actively innovate, through a comprehensive reform of the idea of advancing the reform of China's retirement system. The reform of China's retirement system should be promoted through a comprehensive reform idea. At the same time, not confined to the established foreign experience, broaden the idea, from the development mode, employment mode and retirement mode change, give full consideration to reflect China's basic national conditions, and gradually break through the existing retirement mode of Europe and the United States, to truly realize China's retirement field of system innovation. 1. Gradually raise the statutory retirement age The current retirement age for female workers is obviously far from being adapted to the objective needs of China's economic, social and demographic development. We should be based on national conditions, drawing on international experience, the retirement age of workers from the current 55 years of age to 60 years of age, as the main task of the reform and improvement of China's retirement policy in the next 10-15 years. The policy idea that policy adjustments and their implementation have significant positive socio-economic effects seems to have gradually gained more acceptance. The specific adjustment steps proposed should take into account the temporal and spatial distribution characteristics of China's population aging process, and develop different adjustment timetables and implementation steps. In the eastern and western regions, it is allowed that there is a certain difference in the time sequence (1-3 years), which not only helps to implement the adjustment of the retirement policy in steps, but also avoids the geographical and spatial imbalance of the retirement age caused by a longer period of time, and contributes to the smooth implementation of the adjustment. On the other hand, the choice of the specific time to raise the retirement age should take full account of the contradiction between supply and demand in the labor market and its development trend in different periods and geographical areas of China, and on the basis of qualitative and quantitative analyses of the total amount of analysis, structural analysis and regional analysis, it is recommended that the State conduct feasibility demonstrations of the issue as early as possible, so as to provide a basis for decision-making and legislation for adjustments to the retirement system. 2. Gradually implement flexible retirement policy Flexible retirement policy refers to a more flexible retirement policy that allows workers to have some flexibility in their retirement age, retirement mode and retirement income. Flexible retirement policy has become an important policy of structural adjustment in many developed countries in Europe and the United States, and has been advocated to play an important role. Under the constraints of China's rather unbalanced economic, social and demographic development, the gradual reform of the traditional one-size-fits-all retirement system and the implementation of a flexible retirement policy is a more sensible decision. The implementation of flexible retirement policy, give full consideration to a certain period of labor market supply and demand situation, the income and psychological situation of elderly workers, can be adjusted through the retirement mode and retirement income mode, the establishment of a more suitable for the psychological state of the elderly retirement system. Some scholars have suggested that taking the length of service (42 years) as one of the basic parameters for determining the retirement age will help avoid the waste of human resources. If a certain margin of flexibility is considered on this basis, it will certainly have a positive effect on promoting economic development. At the same time, if it can effectively match the structural adjustment of the labor market, the scalability of the retirement mode will also help to alleviate the huge pressure of supply and demand in the labor market. Third, take effective measures, resolute inhibition of early retirement If it is said that the effect of raising the statutory retirement age and the gradual implementation of flexible retirement policy requires a longer period of time and cycle can be reflected, to take decisive measures to effectively inhibit the increasingly generalized early retirement, has an important and significant policy effect, the immediate task is to improve the unemployment insurance system and social assistance system at the same time, the establishment of a special fund, for the unemployment insurance system and social assistance system. Workers who have been unemployed for more than five years and are approaching the statutory retirement age should be provided with a certain degree of financial assistance to help them tide over the pre-retirement buffer zone, rather than simply allowing them to retire early, and the basic livelihoods of older workers, and to help solve the problem of layoffs and unemployment of older workers caused by a variety of reasons. The social problems of the transition period need to be able to reflect a comprehensive and complementary policy ideas, temporary special funds, which will help to properly deal with some of the older workers laid off and unemployed. Due to the special characteristics of China's national conditions, there are certain limitations in the traditional idea of retirement policy reform (i.e., the policy idea modeled after the retirement policy reforms in Europe and the United States). Obviously, the construction process of China's pension insurance system and its future trend, the increasingly acute contradiction between supply and demand in the labor market in the next few decades, the evolution of the aging population law, all make China's retirement policy reform is faced with a variety of dilemmas. The inherent conflict between unemployment pressure and the construction of the pension insurance and retirement system can hardly be easily overcome, and early retirement (whether in-plant retirement or formal early retirement) will be a long-term problem. The policy idea of raising the statutory retirement age will inevitably conflict with the contradiction between supply and demand in the labor market in concrete implementation, and its effect cannot be overly optimistic yet. Therefore, should broaden the horizon, and strive to seek a comprehensive complementary reform ideas in addition to the pension insurance and retirement policy, especially in connection with the development model, the reform of the employment model for a more extensive and profound adjustment.
