What is policy analysis?

The basic steps of policy analysis are:

1, collect information and determine the factors that should be considered and the uncontrollable factors that are purely determined by the environment;

2. Analyze the relationship between elements with theories and data of economics and sociology;

3. Establish target system and evaluation index system;

4. Build a model. Common policy models include: rational model, economic rational model, heuristic model, procedural decision-making model, super-rational model, catastrophe model and so on.

5. Evaluate different policy options.

Extended data

Policy analysis is gradually developed from operational research and system analysis. Operational research has played a very good role in solving tactical problems such as radar optimal configuration, and has gradually expanded from the military field to social problems such as economy, energy, transportation and safety. In operational research, it is not ideal to rely solely on optimization technology to solve social problems, because it only considers the optimization of the system and does not fully consider the impact on the larger system.

In the mid-1950s, the missile crisis accelerated the development of systems analysis and systems engineering, involving the relationship between systems and non-quantitative problems. Systematic analysis methods in operational research, such as cost-benefit analysis, combine optimization technology with economic analysis and logical reasoning. In 1950s and 1960s, systematic analysis rose.
