Actively utilize and develop rich traditional national festival resources, extensively carry out cultural entertainment and festival activities, constantly innovate, enrich the content and form of traditional national festival activities, highlight locality, maintain nationality, reflect the times, adapt it to contemporary society, coordinate with modern civilization, and promote the protection and inheritance of traditional national festivals in China. It is necessary to strengthen the research and protection of national traditional festivals, establish perfect festival archives by recording, collecting and sorting out written and audio-visual materials related to national traditional festivals, and actively explore measures and methods to protect national traditional festivals. The Ministry of Culture will organize experts to conduct inspection and guidance, and commend the areas where national traditional festivals are well carried out in an appropriate form.

The circular stressed that all localities should hold exhibitions, performances, forums, consultations, lectures and other activities related to national traditional festivals, and make extensive publicity through newspapers, radio, television, internet and other news media to enhance people's awareness of protecting national traditional festivals and intangible cultural heritage, raise the awareness of the whole society on the importance of protecting intangible cultural heritage, create a good atmosphere for protecting intangible cultural heritage, and vigorously promote the great development of socialist culture.
