In order to improve and perfect the management system of student associations in our college, promote and ensure the positive and healthy development of student associations, further activate campus cultural life, and cultivate talents with comprehensive quality and all-round development, the following provisions are made on the daily management, membership fee management and assessment standards of student associations:

The first part is the application and establishment of student associations.

1. Anyone who voluntarily initiates the establishment of an association shall first apply to the relevant departments. When applying, the following materials should be submitted: application form for establishment, registration form for the establishment of student associations, and competent business departments.

Or the recommendation letter of the competent department or unit, the articles of association of the student association, the office address or contact information, the resume of the main person in charge, the association number, etc.

2. The articles of association of the student organization shall specify the following items: name, purpose, source of funds, organizational structure, procedures for the generation and authority of the person in charge, procedures for amending the articles of association, rights and obligations of members, procedures for the termination of the student organization and other necessary matters. The articles of association should be consistent with the daily activities of the Youth League Committee.

3. Part II Daily Management

1. At the beginning of each academic year, the college organizes various societies to recruit new members, and all members must fill in the membership registration form carefully and in detail. After recruiting new members every year, all associations register all new members.

2. In the second week of each semester, each association submits its membership card to the Association Guidance Department for registration. If you don't apply for a membership card within the time limit, you will be treated as a card refund. 9. At the end of each semester, the guidance department of the association evaluates the positions organized by the association.

Part III Financial Management

In order to better supervise the use of funds of various societies and give full play to the macro-control role of the guidance department of the College Youth League Committee, the College Youth League Committee is responsible for its members and combines the actual situation of various societies to promulgate this system.

1, student associations prepare their own funds. The funds of student associations mainly include membership fees and funds or objects obtained through donations and sponsorships.

2. Student associations can charge a certain membership fee according to the actual situation of the associations. Membership dues can be collected once every academic year or at one time. The collection standard of membership dues is determined by the guidance department of the College Youth League Committee in combination with the specific conditions of the student associations.

3. Student associations can charge or increase membership fees according to actual needs within the permitted scope, but they must submit a written application to the Youth League Committee in advance to explain the reasons for the change. Only after the approval of the guidance department of the Communist Youth League Committee can the membership fee be collected according to the new membership fee standard.

4. Membership dues must be used for the basic construction and activities of the Association, and no one may misappropriate, occupy or reimburse in his own name.

5. Students' associations may accept funds or materials from enterprises or units inside and outside the school, but no one may raise money in his own name. When accepting donations, you must not promise conditions that are beyond the scope stipulated by the college and are detrimental to the image of the college community.

6. The secretariat of each student association manages the property of the association and the secretary-general manages the funds. A clear property revenue and expenditure management system and association property registration should be established. Before spending, the main person in charge of the community can discuss and pass before spending, and no one is allowed to make decisions without authorization.

7. Each student association shall be registered once every semester, and the financial revenue and expenditure of the previous semester shall be reported to the guidance department of the Communist Youth League Committee, and the budget plan for membership fee expenditure of this semester shall be submitted.

8. The person in charge of the student association regularly and irregularly checks the financial management of the association, and the College Committee conducts spot checks on the financial management of the association. The Youth League Committee will rectify the student associations with chaotic financial management within a time limit. If the circumstances are serious, the Youth League Committee and relevant departments will deal with it seriously.

9. When using the membership fee, there must be more than two responsible persons present to ask for a formal invoice or receipt (the receipt needs to be signed by the manager). The president, agent and secretary general can only sign the membership fee record book.

10. All student associations must be open and transparent in the management of membership fees, so that members can know the spending of membership fees in time.

When the leaders of various societies change jobs, the previous leader should hand over the clear membership fee record and the remaining membership fee to the next leader, and make a detailed introduction at the organizational adjustment meeting. The fourth part is the evaluation system.

This system is formulated in order to standardize the activities of associations, promote the development of associations, strengthen the management, supervision and guidance of the Association Guidance Department of the Youth League Committee of the College, and make the evaluation of associations more standardized and scientific.

I. General principles

The quantitative assessment basis is divided into 60 points, with the upper limit of 100 and the lower limit of 0. Students' organizations are well managed and active, and those who fail to act according to regulations or make mistakes are deducted. 2. After the activity was reported for approval, it was well implemented. After verification, according to the scale and influence of the activity, add 2-5 points as appropriate. For large-scale activities with excellent social impact, add 8- 10 as appropriate.

3, innovative community work, outstanding achievements plus 5 points, in the external activities of the provincial recognition of community activities plus 10 points; Get municipal recognition of community activities plus 5 points at a time; If the school-level publicity materials report activities, add 3 points.

Fourth, the internal construction of various associations

1, if the internal organization of the club is perfect and running well, add 5- 10; If the organization is imperfect or there are other problems, subtract 10- 15 points.

2, each community must establish its own financial management rules and regulations, clear accounts plus 5 points; 5 points will be deducted for unclear accounts; Deduct 10 for the problem, and investigate the responsible person for the serious problem.

Each student association shall carry out at least 5 activities each semester, and 5 points shall be deducted for less than 5 activities. VI. Community Meeting System

Each association holds a general meeting of all members once a month, and the association organizes a regular meeting once a week to discuss and exchange the activities and management issues of the association. If it is not held without reason, 3 points will be deducted each time.

Eight, to participate in the activities organized by the Community Guidance Department of the Communist Youth League on time, not to ask for leave without justifiable reasons, to submit work plans on time, summarize and take the initiative to hand in books and other materials, and to deduct 3 points for those who fail to hand in on time.

Third, explain

1, the College Youth League Committee has the right to revise and improve these regulations.

2. The person in charge of the student association who violates these regulations will be punished according to the circumstances. If the circumstances are particularly serious, no diploma or degree certificate will be issued.

3. These Regulations shall come into force as of the date of promulgation.

4. The final interpretation right of these Provisions belongs to the Committee of Changchun Institute of Technology of the Communist Youth League.
