Engaged in road transport operations and road transport-related business, shall be operated in accordance with the law, honesty and credit, fair competition, safety and convenience, environmental protection and energy saving. Article 4 The people's governments at or above the county level shall, in accordance with the needs of local economic and social development, formulate road transport development plan for the administrative region, and organize and implement.

People's governments at or above the county level shall take measures to support the development of rural passenger transportation and logistics. Article 5 The departments in charge of transportation of the people's governments at or above the county level are responsible for organizing and leading the management of road transport in the administrative region.

Road transport authorities at or above the county level are responsible for the specific implementation of road transport management.

The people's governments above the county level development and reform, public security, finance, land, housing and urban-rural construction, planning, industry and commerce, environmental protection, safety supervision, quality supervision, tourism, price and other departments, shall, in accordance with their respective statutory duties, do a good job of road transportation management. Article VI of the provincial people's government shall include road transport management funds in the financial budget, unified budget, unified management, earmarked.
