Among them, in terms of urban traffic management level and purchase restriction, Chen Hong suggested speeding up the use of big data and smart traffic management to replace simple restrictions.

Through the integration of Internet traffic data and traffic management data, people, cars, roads, traffic facilities and traffic conditions can be thoroughly perceived.

At the same time, we can delimit electronic areas, dynamically manage congested areas, increase the entry cost during peak hours, and gradually replace restrictions with market-oriented methods.

Suggestions include: vigorously promoting the use of new energy vehicles in the public market; Release the restrictions on the purchase of new energy vehicles in cities; Support new energy vehicles to the countryside and expand the rural market; Actively promote the right of way, electricity price, parking, high-speed charging and other aspects to give preferential treatment to new energy vehicles; Extend the time of repaying the state subsidy policy and speed up the settlement of funds; Give financial, tax and financial support; Give R&D special fund support to new energy automobile enterprises to help technology upgrade.

At present, most mainstream China brand car companies have mastered the plug-in hybrid technology, which has the conditions for large-scale promotion. However, the structure of plug-in hybrid vehicle is more complicated than that of traditional fuel vehicle. At present, the cost of bicycles is 40,000 to 60,000 yuan higher than that of traditional fuel vehicles.

Therefore, Jing Zhu proposes to cancel plug-in hybrid vehicles whose technical indicators meet the requirements of the Notice on Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2020] No.86), and give plug-in hybrid vehicles the same treatment as pure electric vehicles in terms of double-point policy, right of way, quasi-purchase right and government vehicle procurement. Maintain the stability and continuity of the policy of exemption from purchase tax; Provide policy-oriented support and implementation guarantee, and encourage hybrid vehicles to be used for * * * travel and online car rental; Breaking local protection and canceling the catalogue of local new energy vehicles set up in some cities, which is formulated by the state; Encourage and promote mass consumption, and exempt plug-in hybrid vehicles with engine displacement less than 1.5L from consumption tax.

Zhang Xiaokang Xinghai suggested reducing the purchase tax on small-displacement cars.

Zhang Xinghai, deputy to the National People's Congress and chairman of Xiaokang Automobile, put forward seven suggestions on the development of automobile industry. Among them, in the "Proposal on Reducing the Purchase Tax to Further Promote Automobile Consumption and Firmly Implement the Strategy of Expanding Domestic Demand", he suggested that the national level should reduce the purchase tax for automobiles with a displacement less than or equal to 1.5 liters and reduce the interest on automobile loans.
