Lijiang tourism regulations

Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourists, tour operators and tourism professionals, standardize the order of the tourism market, effectively protect and rationally develop and utilize tourism resources, and promote the sustained and healthy development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Tourism Regulations of Yunnan Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning and construction, resource protection and development, tourism activities, business services and supervision and management of tourism within the administrative area of this Municipality. Article 3 The development of tourism should follow the principles of scientific planning, rational utilization, strict supervision and coordinated development, realize the unity of social benefits, economic benefits and ecological benefits, give full play to the advantages of tourism resources, highlight the cultural characteristics of local nationalities, and build a world famous cultural tourism city. Article 4 The people's governments of cities and counties (districts) shall incorporate the development of tourism into the national economic and social development plan, increase policy support and industrial support, establish and improve working mechanisms such as overall coordination, supervision and management, assessment and rewards and punishments, and promote the integrated development of tourism and related industries. Article 5 The tourism administrative departments of the people's governments of cities and counties (districts) shall be responsible for the planning, guidance, coordination, management, supervision and service of the tourism industry within their respective administrative areas.

The relevant administrative departments of the people's governments of cities and counties (districts) and the scenic spot management institutions shall, according to their respective duties, do a good job in tourism management, supervision and service according to law.

Township (town) people's governments and sub-district offices are responsible for assisting relevant departments to do a good job in the protection of tourism-related resources, industrial development, safety supervision, market order maintenance, and civilized tourism publicity within their respective jurisdictions. Sixth tourism industry organizations should improve the industry self-discipline system, guide members to operate in good faith and compete fairly, promote the construction of industry credit, and safeguard the legitimate rights and interests of members and tourists according to law. Chapter II Tourism Planning and Promotion Article 7 The tourism administrative departments of cities and counties (districts) shall, according to the requirements of national economic and social development planning and land spatial planning and layout, organize the preparation of tourism development plans in their respective administrative regions, which shall be audited by the tourism administrative department of the people's government at the next higher level and submitted to the people's government at the same level for approval and implementation. Eighth city and county (District) people's government in the preparation of land spatial planning, detailed planning and related special planning, should consider the spatial layout of related tourism projects, infrastructure and construction land demand. Ninth the use of land, forests, mountains, waters, wetlands, rivers, lakes and other natural resources to develop tourism projects, should strengthen the protection of biodiversity and ecosystem integrity, to ensure the sustainable use of natural resources.

The use of historical and cultural cities, towns and villages, historical sites, traditional villages, national cultural resources, intangible cultural heritage and other human resources to develop tourism projects should maintain its traditional pattern, historical features and local ethnic characteristics. Involving the protection of cultural relics, the examination and approval procedures shall be handled in accordance with the relevant provisions.

The use of social resources such as industry, agriculture and water conservancy to develop tourism projects should be coordinated with the surrounding environment, landscape and facilities. Tenth city and county (District) people's governments shall set up special funds for tourism development, which shall be used for the compilation of tourism planning, the protection of tourism resources, the construction of tourism service facilities, the cultivation of new tourism formats and the cultivation of tourism professionals.

City and county (District) people's governments shall make overall arrangements for tourism promotion funds. Encourage members of tourism industry organizations to participate in the overall planning of tourism promotion funds on a voluntary basis. Eleventh city, county (District) people's government should co-ordinate the formulation and implementation of tourism image promotion strategy, create tourism products with local national cultural characteristics, and strengthen the publicity of local tourism image.

Encourage tourist attractions, tourist resorts or performing arts companies to develop tourism products that reflect local national cultural characteristics. Article 12 The municipal and county (district) people's governments shall, under the premise of legal protection, make rational use of the unique resource advantages such as the world cultural heritage Old Town of Lijiang, the world natural heritage Three Parallel Rivers, the world memory heritage Dongba ancient books and documents, and realize the effective protection of the heritage and the coordinated development of tourism.

The people's governments of cities and counties (districts) shall support the rational use of traditional arts, dances, music, skills, medicines, cultural reserves, folk customs and folk literature that have been incorporated into Lijiang's national and provincial intangible cultural heritage according to law, and promote the integrated development of culture and tourism. Thirteenth city and county (District) people's governments encourage and support the research and development, design and processing of tourism commodities with national and local characteristics, such as food, clothing, souvenirs, handicrafts and cultural and creative products, so as to build tourism commodity brands and promote the industrialization of tourism commodities. Fourteenth city, county (District) and township (town) people's governments should promote the organic combination of rural tourism and rural revitalization, build characteristic tourist villages and towns, and guide the transformation and upgrading of rural tourism.

Encourage rural collective economic organizations and villagers to carry out rural tourism business activities such as accommodation, catering, leisure and entertainment, agricultural production and life experience according to law. Fifteenth city and county (District) people's governments shall, according to the needs, organize the construction of tourism distribution service centers and intelligent tourism comprehensive service platforms, provide information consultation, transportation transfer, tourism complaints, tourism rescue and other services for tourists, and improve the standardization, internationalization and intelligence of tourism services.

The competent departments of traffic management, transportation, housing and urban and rural construction of public security organs shall set up tourist signs on urban roads and highways in accordance with the relevant provisions of the state, provinces and cities.

The national common language should be used to set up tourist signs, and scenic spots (spots) should be encouraged to set up service signs by using standardized minority pictures and texts at the same time.
