What do you mean by the four points to be grasped in adhering to the party's rules?

The party's rules include four aspects: first, party constitution is the general constitution that the whole party must follow, and it is also the general rule; Second, the party's discipline is a rigid constraint, and political discipline is a rigid constraint that the whole party must abide by in political direction, political position, political speech and political action; Third, national laws are the rules that party member cadres must abide by; Fourth, the fine traditions and work practices formed by the party in long-term practice.

Five aspects of "unruly" performance:

At the fifth plenary session of the Central Commission for Discipline Inspection, we pointedly pointed out various manifestations of indiscipline and disobedience. To sum up, it is mainly: to engage in group gangs, to form a party for personal gain, and to form gangs; Indiscriminate comments, outspoken, and even openly discuss the central government; No organization, go its own way, and leave the post without reporting to the organization; Failing to report major personal problems in time and concealing the truth from the organization; Running around, pleading, saying hello, and so on.

Five are required and five are not allowed. These are the most basic political disciplines and rules that party member cadres must abide by, which need to be fully understood and accurately grasped. Its core essence is: first, we must safeguard the authority of the CPC Central Committee and never deviate from the requirements of the CPC Central Committee and engage in another set. At any time and under any circumstances, we must maintain a high degree of unity with the CPC Central Committee in ideological and political actions, resolutely obey the instructions of the CPC Central Committee, and never make irresponsible remarks about the major policies of the CPC Central Committee and publicly make statements that are contrary to the spirit of the CPC Central Committee. Second, we must safeguard the unity of the party and never allow private forces to be cultivated within the party. We should persist in all corners of the country, unite with all comrades who are loyal to the Party, unite with the majority, do not draw a clear line with others, and do not engage in any form of factional activities. Third, we must act in accordance with organizational procedures, and we must never let ourselves make our own decisions and go our own way. Requests for instructions and reports on major issues are not allowed to exceed the authority, and they cannot be acted upon first or even piecemeal. Fourth, we must obey organizational decisions and never allow unorganized activities. Don't bargain with the organization, don't violate the organization's decision, turn to the organization for help when encountering problems, don't cheat the organization, and don't confront the organization. Fifth, we should take good care of our relatives and staff and never allow them to abuse power for personal gain. It shall not affect policy formulation and personnel arrangements, interfere with normal work and operation, or acquiesce in its use of special status to seek illegal interests.
