Legal Analysis: I. War or Non-War Methods of Force Settlement Modern international law establishes the basic principle of peaceful settlement of international disputes, the use of war or force to settle disputes is prohibited. Force can only be applied in accordance with the conditions of the Charter of the United Nations. Therefore war or non-war force settlement is no longer a legitimate way to settle disputes. II. Blockade in peacetime A blockade in peacetime refers to the blockade of the coast of one State by the navy of another State in peacetime, prohibiting the entry and exit of the vessels concerned. A blockade in peacetime can only be used as a measure determined by the Security Council as necessary for the maintenance or restoration of international peace and security, and cannot be a lawful way for States to settle disputes. This method cannot be considered legitimate in modern international law because it violates the basic principle of international law of non-interference in internal affairs. Counterpayment Counterpayment means that a state, in response to an impolite, unfriendly but not illegal act of another state, takes the same or similar impolite, unfriendly but not illegal act in return. Such as a country for its own citizens or nationals in other countries by the unfair or discriminatory treatment of counter-reporting; a country's trade, shipping, tariffs and other issues for its counter-reporting of unequal treatment in other countries; a country's diplomats were expelled by the country of counter-reporting and so on. V. Reprisals Reprisals are measures taken by a State in response to an internationally wrongful act of another State. Retaliation used to be regarded as a means of forcing the other party to accept the settlement of a dispute arising out of its internationally wrongful act, and is now more often regarded as a means of confronting the wrongful act. Retaliation may take a variety of forms, including suspension of the operation of certain treaties; seizure of the other party's ships and property; and the imposition of trade embargoes.

Legal basis: the Charter of the United Nations Article 1 The purposes of the United Nations are: First, to maintain international peace and security; and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace; and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace. II. To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples and to take other appropriate measures to strengthen universal peace. III. To achieve international cooperation in solving international problems of an economic, social, cultural or humanitarian character and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language or religion. IV. To constitute a center for harmonizing the actions of nations in order to achieve the above-mentioned ****same aims.
