Building a Community of Healthy Destiny in Lan Mei

On August 24th, Li Keqiang, Premier of the State Council of the People's Republic of China, People's Republic of China (PRC) attended the third video conference of leaders of Lancang-Mekong River cooperation, and * * * talked about the same situation and * * * conspired for cooperation and development. Li Keqiang said that it is necessary to carry out information notification and joint disposal of major public health emergencies with countries in Lanmei region, strengthen the collective response and emergency response capacity of future public health emergencies, and implement projects such as "Herbal Huilanmei" and "Chinese Medicine Acupuncture in Lanmei".

In 2020, the Chinese Academy of Traditional Chinese Medicine declared and was approved to establish two projects, namely "Herbal Medicine Huilanmei" and "Traditional Chinese Medicine Acupuncture Entering Lan Mei", to serve people's health in countries in the Lan Mei Basin (China, Thailand, Myanmar, Laos, Viet Nam and Cambodia) and to implement the cooperation mechanism between Lancang River and Mekong River in the field of traditional medicine.

At present, traditional medicine has become a new bright spot of cooperation among the six countries and will inject new "living water" into regional development.

The river flows far and long, and the plants and trees have the same roots.

The Lancang River originates in Tanggula, Qinghai, flows through China, Tibet and Yunnan, passes through alpine valleys, and is called Mekong River after leaving Xishuangbanna. It flows through Myanmar, Laos, Thailand, Cambodia and Vietnam, with a total length of 4,880 kilometers, and finally flows into the South China Sea.

One river connects six countries, and the Lancang River and Mekong River are not only natural ties connecting the six countries, but also the cradle of generations of people along the coast, which has nurtured the unique and close culture of Lan Mei countries and formed a long history, profound and extensive economic and cultural ties among countries.

From June 20 17 to April 20 18, Huang Luqi, an academician of China Academy of Engineering, and his team made three field trips to Laos. These three field trips have made researchers both excited and sorry. Lan Mei basin is rich in wild plant resources, but many medicinal plants are only for people's use, which have not been recorded and effectively protected. It is not enough to use modern science and technology for research, protection and development.

"Bamboo straw sandals are lighter than horses, who is afraid!" Huang Luqi's team and Laos researchers have been camping in the wind, sleeping in rain and hurricanes, and * * * conducted a survey of medicinal resources together. The team members traveled all over the rolling hills and vast virgin forests in Laos and found 2 10 14 families and 2 165 species (including varieties) of wild medicinal plants in Laos. They not only found out the basic resource information such as the distribution position, geographical environment and community adjustment of vegetation, but also collected corresponding samples to prepare for the subsequent experimental research. Not only that, the team also went deep into the market, visited and investigated the circulation of plant medicinal materials in Laos, and learned about the current situation of local medicinal materials acquisition, processing and circulation. The investigation team found that due to the continuous exploitation of wild resources, the quantity and quality of wild resources in some centralized collection points showed a downward trend year by year.

How to make use of the abundant local wild plant resources and rationally develop and utilize the local wild medicinal plant resources has become an urgent need for countries in the Lanmei River Basin.

In 20 18, entrusted by the Lao government, Guangxi Zhuang Autonomous Region Medicinal Botanical Garden, Chinese Academy of Traditional Chinese Medicine and Lao Institute of Traditional Chinese Medicine jointly compiled and studied Lao Pharmacopoeia, which became the first quality standard of herbal medicines in Laos.

Lao president Boungnang Vorachith spoke highly of the compilation of Lao Cao Pharmacopoeia and thanked the Chinese Academy of Traditional Chinese Medicine and the team of Academician Huang Lu Qi for their important roles. President Ben Yang expressed the hope that the Chinese Academy of Traditional Chinese Medicine would continue to help Laos do a good job in the general survey of medicinal resources and scientific research on traditional medicine, help Laos protect, develop, build and make good use of traditional medicine, improve the medical security level of the Lao people, and enable the Lao people to gain greater benefits in medical care.

The medicine is fragrant and moist, and the silver needle protects health.

There are 16 ethnic groups in the Lancang-Mekong subregion that cross the border with China. These national cultures are interlinked, and traditional medicine blends with each other, which constitutes a regional traditional medicine culture of "harmony but difference". Traditional medicine has also become one of the key areas of cooperation among countries in the Lancang-Mekong River basin. However, most countries in Lanmei Basin are in a critical period of industrialization and urbanization, with weak infrastructure, a large number of poor people, unbalanced regional health development, poor health status at the grassroots level and weak public health awareness.

Since 20 13, Chinese Academy of Traditional Chinese Medicine has cooperated with institutions of higher learning such as Chulalongkorn University in Thailand and Empress Dowager Cixi University in Thailand in traditional medicine research, new drug research and development, and personnel exchange and mutual visits. He has carried out many health consultation and academic exchange activities with the Thai General Association of Traditional Chinese Medicine. From 2065438 to 2006, he exchanged experiences with the delegation of the Department of Traditional Medicine of the Ministry of Health of Myanmar and the Chairman of the Myanmar Peace Committee in the fields of Chinese medicine, education, scientific research and drug research and development. 20 17 the Chinese academy of traditional Chinese medicine has established a cooperative relationship with Myanmar university of traditional medicine, the department of traditional Chinese medicine. 20 18 academician Huang Luqi, president of Chinese academy of traditional Chinese medicine, had an in-depth exchange with Lao minister of health and vice president of Lao institute of traditional Chinese medicine on how to promote the development and utilization of medicinal plants in China and Laos. The two sides signed the Memorandum of Understanding on Cooperation between Chinese Medicine Resource Center of Chinese Academy of Traditional Chinese Medicine and Laos Institute of Chinese Medicine of the Ministry of Health. At the same time, the Chinese Academy of Traditional Chinese Medicine sent experts to Vietnam five times in two years to provide Chinese medical care services for Vietnamese leaders, and achieved good results. In 2020, at the invitation of the Cambodian Ministry of Health and under the guidance of WHO officials, we will cooperate with WHO and Cambodia to carry out malaria prevention, control and elimination in the Greater Mekong River Basin.

In order to better develop cooperation in the field of traditional medicine, in 20 19, the Chinese Academy of Traditional Chinese Medicine applied to the Ministry of Foreign Affairs for two projects, namely, "Herbal medicine Huilanmei" and "Chinese medicine acupuncture enters Lan Mei".

According to the plan, the "Hundred Herbs Hui Lan Mei" project introduces the development model and experience of Chinese medicine in China through cooperation and exchange in the field of Chinese medicine, helps the countries in Lan Mei Basin to establish traditional medicine industrial bases, and gradually forms an integrated development model of planting, research and development, industry, market and application of medicinal plant resources, thus providing more jobs for local people and promoting economic development. At the same time, the Chinese Academy of Traditional Chinese Medicine also sent experts to carry out multi-level and all-round capacity-building activities such as seedling cultivation, personnel training, joint research, information exchange and technical support. Establish a team of professionals to guide and train local farmers to plant medicinal plants in a standardized way. At present, Thailand has established Chinese medicine and Chinese herbal medicine laboratories and Chinese herbal medicine pharmaceutical factories, and the two sides are preparing to build a new drug screening and R&D cooperation platform.

The relevant person in charge of the Chinese Academy of Traditional Chinese Medicine said that in the future, it will focus on the special technical training for the protection and utilization of medicinal resources in the Lancang River Basin, including traditional medical theory, investigation and research technology of medicinal resources, cultivation technology of medicinal resources, medicinal resource specimens, medicinal materials samples and germplasm resources, as well as related technologies and methods such as sustainable utilization of medicinal resources and development of traditional pharmaceutical industry; At the same time, in the process of training, the concept of protection and utilization of traditional Chinese medicine resources should be publicized, the relevant knowledge of traditional Chinese medicine resources should be popularized, the complementary advantages of technology and resources should be promoted, and the development and application level of traditional Chinese medicine in countries in Lanmei Basin should be improved.

However, the project "Traditional Chinese Medicine Acupuncture in Lanzhou-Meizhou" will promote and spread the related technology and experience of traditional Chinese medicine acupuncture to the countries in Lanzhou-Meizhou basin, and carry out a series of acupuncture education, clinical and scientific research of traditional Chinese medicine and national traditional medicine policy research in Lanzhou-Meizhou, which will provide an important guarantee for promoting the health of people in these countries. On the one hand, popularize the knowledge of TCM prevention and health care, and benefit the people in Lancang-Mekong region; On the other hand, according to the health needs of Lanzhou and Mekong countries, we should carry out appropriate technical training such as acupuncture and strengthen cooperation among medical research institutions in the six countries.

The person in charge said that China Academy of Traditional Chinese Medicine will carry out theoretical and technical training of traditional Chinese medicine in Lancang-Mekong countries, publicize Chinese medicine's understanding of life health and health preservation to Lancang-Mekong countries, popularize Chinese medicine preventive health care knowledge, enhance people's understanding of Chinese medicine acupuncture, carry forward Chinese medicine culture and health concept, and improve people's health education level in Lancang-Mekong region. In terms of acupuncture and other appropriate technologies, we will carry out teaching research and development, customize courseware, invite the other party to China for training and internship, or send well-known Chinese medicine and acupuncture experts to the other party to give lectures and clinical teaching, and train acupuncturists for Lan Mei countries. At the same time, we will go to the other hospital and community to carry out the popularization of traditional Chinese medicine acupuncture, cooperate with local universities, train acupuncture teachers and cooperate in scientific research projects. In addition, we will hold an academic conference on acupuncture and moxibustion in Lanzhou-Meizhou, carry out technical training and demonstration, sign a cooperation agreement, and carry out policy research on ethnic traditional medicine in Lanzhou-Meizhou.

Mountains and rivers are connected, and people are connected. Against the background that the COVID-19 epidemic has brought great challenges to the development of all mankind, the cooperation among the six countries in the field of traditional medicine will play a role in building the healthy destiny of the country and protecting the health of the people of the six countries.
