Weber divided different types of organizations into rationalization-legalization organizations, mystification organizations and traditional organizations.

Weber believes that there are three kinds of legal authority, which leads to three different forms of organization, namely "mysterious organization", "traditional organization" and "rationalization-legalization organization". Each of these organizational forms means its unique management organization or management system. Of course, in real life, any organization can be a combination of three organizational forms.

The way the "mysterious organization" exercises its authority is based on the personality of the leader and the worship and superstition of the individual. The internal foundation of this kind of organization is not stable, and the phenomenon of "people save the government and people die" often occurs.

The basis for "traditional organizations" to exercise orders and authority is precedent and convention. There are two forms of organization: "hereditary system" and "feudal system". The authority of this type of organization is obviously hereditary, feudal and absolute.

The basis of "rationalization-legalization organization" to exercise its authority is various rules within the organization, and people's obedience to authority is due to the hierarchical system established according to law.

Weber thinks it is the dominant authority system in modern society. It is called rationalization system because it is specially used as a means to achieve a certain set goal; At the same time, it is called legalization system because there are a series of rules and procedures in this organization, and the members of the organization who hold certain positions in the organization must exercise their functions and powers in accordance with the corresponding rules and procedures within a certain period of time. Weber used the word "bureaucracy" to refer to this kind of organization, and thought that only this kind of organization form which is suitable for reasonable and legal authority is "ideal bureaucracy".
