Hefei City, outdoor advertising and signboards set up management measures

Chapter I General Provisions Article 1 In order to regulate the outdoor advertising and signboards set up management, beautify the urban landscape environment, according to the "Chinese People's Republic of China *** and the State Advertisement Law", the State Council "cityscape and environmental sanitation regulations", "Hefei City, the cityscape and environmental sanitation regulations" and other relevant laws and regulations, combined with the city's actual, the development of these measures. Article 2 These measures apply to the city within the scope of outdoor advertising, signboards and management.

Outdoor advertising as referred to in these measures, refers to the use of outdoor carriers directly or indirectly introduce the following advertisements for goods and services:

(C) the use of motor vehicles and other means of transportation outside the set of advertisements;

(D) other forms of outdoor advertisements set up in the outdoors.

Signboards, as referred to in these Measures, refer to the signboards, signs, light boxes, neon lights and font symbols used to indicate names and other identifying marks set up on buildings (structures) or their facilities at the place of business (office). Article 3 The setting of outdoor advertising and signboards shall comply with the outdoor advertising setup planning and technical specifications, follow the principle of safety, aesthetics, and urban area planning functions, and the style of buildings (structures) and the surrounding environment. Article 4 The Municipal Outdoor Advertising Planning and Setting Management Committee (hereinafter referred to as the Municipal Broadcasting Management Committee) is responsible for outdoor advertising setup planning, auction program validation, research and decision-making on major matters in outdoor advertising setup.

The Municipal Department of Urban Management Administration (hereinafter referred to as the Municipal Department of Urban Management) is the competent authority for outdoor advertising and signboard setting in the city, and is responsible for the planning, management, supervision and comprehensive coordination of outdoor advertising and signboard setting.

District urban management departments are responsible for the management and supervision of outdoor advertisements and signboards set up in the region in accordance with the provisions of these Measures. Development Zone urban management agencies commissioned by the city urban management department is responsible for the management and supervision of outdoor advertising and signboards set up in the region.

Planning, construction, public security, transportation, highway, forestry and gardening, finance and other departments in accordance with their respective responsibilities, responsible for the supervision and management of outdoor advertising and signboards set up the relevant work.

Administration for industry and commerce is responsible for outdoor advertising issued by the business qualification audit, outdoor advertising registration content review and supervision and management. (g) endangering the safety of the building or the use of illegal buildings (structures), dangerous housing;

(h) the use of Street trees or damage to the green, affecting the green landscape;

(ix) laws and regulations prohibit the installation of other circumstances.

The following forms of outdoor advertising are prohibited:

(1) high column advertisements, street advertisements;

(2) the use of the top of the building to set up physical advertisements;

(3) the use of the building fa?ade along the street to set up advertisements using the hanging mantle or posted, spray-painted, scribbled and other ways;

(4) the use of the main roads, key areas to set up mobile advertisements by hand. Handheld and other ways to set up mobile advertising. Chapter III Management of outdoor advertising Article 8 The use of public **** carrier (including space, the same below) to set up business outdoor advertising, the right to use the carrier should be acquired through auction. Auction program by the city wide management committee after the finalization of the district (development zone) urban management department (agency) or the relevant management department entrusted to the city public **** resources trading center in accordance with the relevant provisions of the auction; auction unsuccessful, in accordance with the public **** resources trading related regulations stipulated in other ways of trading.

The use of non-public **** carrier to set up business outdoor advertising, after obtaining the consent of the carrier owner, by the district (development zone) urban management department (agency) through the agreement to store its carrier right to use and unified into the auction range.

The buyer of the right to use the operational outdoor advertising carriers through the auction, with the confirmation of the transaction with the district (development zone) urban management department (agency) or the relevant management department to sign the "outdoor advertising carriers right to use the contract" by the municipal urban management department to issue the "outdoor advertising setup license". Need to build outdoor advertising facilities, the buyer should be in accordance with the contract requirements for the construction and the relevant procedures in accordance with the law.
