Publicity and rural construction planning are based on three tasks.

1, the working principle of the whole village construction

In rural areas, the construction and development of each village is different, because some villages really need local overall planning and classified implementation of relocation policies because of population loss and poor production conditions. However, if the whole village is to be relocated in different places, there will be many problems involved. If we do not ensure the protection of farmers' legitimate rights and interests, it will easily lead to contradictions.

2. Land demand for rural housing construction

In rural areas, many villagers also reported that the application for homestead was not approved and there was no land approval. Some villagers with rural hukou have not been able to achieve "household residence" so far. The reason is that in addition to the shortage of homestead resources, some places are caused by homestead planning, but because the homestead in the village really can not meet the construction needs of villagers, most villagers have no land available.

3, the construction principle of protecting villages

Nowadays, there are indeed many villages in rural areas that are included in the national and local protection plans. Most of these villages are villages with cultural characteristics, special ethnic minorities and some villages with development resources, and their protection is also to preserve these traditional villages.

In the planning scheme implemented this year, our country will also issue a guiding document for rural construction with basic modern living conditions for these protected villages, and at the same time, it will also implement the demonstration work of centralized contiguous protection and utilization of traditional villages. After establishing a perfect system, our country will also implement a basic principle for protecting villages, that is, to prevent large-scale demolition and construction, and blindly build archways and pavilions to "pile bonsai".
