On September 4th, Huanggang City applied to the relevant departments of Hubei Province to declare a demonstration city of fuel cell vehicles, publicly "implored" the provincial offices to give appropriate inclination in declaration, approval and policy support, and requested to cooperate with Wuhan to declare a demonstration city through urban agglomerations. In the policy of "substituting awards for subsidies" for fuel cell vehicles in exporting countries, it is planned to set a certain threshold for fuel cells, limit the declaration of cities by region, concentrate on developing industries, and avoid rushing headlong into it. There are not a few areas similar to Huanggang City, and only through the joint declaration of urban agglomerations can we get policy dividends. Liu Xinhua, director of Huanggang High-tech Zone Management Committee, said that Huanggang City has many advantages in carrying out demonstration operation of fuel cell vehicles:
First, it has been highly valued by the municipal party Committee and the municipal government. The project of Grove Hydrogen Energy Industrial Park was promoted by the coordination team with the help of the whole city, and took this opportunity to attract the strategic innovation resources of global hydrogen energy industry to gather in Huanggang, and cultivate the hydrogen energy industry as the leading industry in our city. Mayor Qiu Lixin held several special meetings to study the declaration of demonstration cities.
Second, there is a certain industrial base and resource endowment. Huanggang has a large area and a large population. As an important part of Wuhan city circle, it can give full play to the cluster effect and has a broad market for end products.
Third, it basically meets the reporting conditions. CSSC 7 12 fuel cell production base has been built in the city, the Grove hydrogen energy industrial chain project has been steadily advanced, and the preparation of hydrogen energy industry planning has been started. The demonstration operation of 50 fuel cell vehicles is being organized. It is planned to build a hydrogen refueling station with a daily gas filling capacity of more than 500 kg within this year.
Liu Xinhua implores all ministries and agencies to support Huanggang's application for a demonstration city of fuel cell vehicles from the perspective of support and help from the old revolutionary base areas, epidemic areas and 1+8 city circle, and to give appropriate inclinations in terms of application approval and policy support, so as to facilitate cooperation between Wuhan and Huanggang.
Huanggang can be said to be a typical representative of some parts of China: the economic strength is poor and the industrial base is weak, but the willingness to develop the hydrogen energy industry is more positive, and the hydrogen energy industry projects are promoted faster.
In the previous stage, the subsidy policy of "water injection" for pure electric vehicles led to the rush of projects in various places, and the last place was chicken feathers. The state is very cautious about the subsidy policy for fuel cell vehicles, and the draft policy of "replacing subsidies with awards" has even been released to two cities and six provinces.
Under such a policy background, Huanggang and other areas are currently facing such a difficulty: the probability of success in applying for a national fuel cell vehicle demonstration city is very low.
Table 1 lists the regions that have expressed their participation in the declaration of fuel cell vehicle demonstration cities after April 23. It can be seen that nearly half of the areas are facing similar difficulties with Huanggang. The joint declaration of urban agglomerations is bound to become a general trend.
Besides Huanggang, there is another regional problem that is even more intractable: poor economic strength, weak industrial base and more active willingness to develop hydrogen energy industry. However, the cities with relatively developed economy in the province lack the will to develop hydrogen energy and have not entered the scope of "two cities and six provinces". Such areas are not even qualified to declare, and they are likely to miss valuable opportunities for industrial development-this has already involved the issue of fairness in industrial development.

It is worth noting that the latest attitude of the Ministry of Finance has brought new hope to cities such as Huanggang.
In his recent speech, Song Qiuling, the first-class inspector of the Economic Construction Department, introduced the latest thinking of the Ministry of Finance on the subsidy policy for fuel cell vehicles:

First, efforts should be made to promote breakthroughs in key core technologies. Emphasize building an independent and controllable industrial chain. During the demonstration period, the central government will give key rewards to the industrial application of key components with independent intellectual property rights.
The second is to focus on supporting urban agglomerations to carry out demonstration applications. Break the administrative regional restrictions, take the outstanding enterprises in the industrial chain as the link nationwide, and jointly declare by the relevant cities where the enterprises are located. The leading cities and the division of tasks are clearly defined among cities, forming a situation in which all links in the industrial chain are interlocking and strong.
The third is to pay attention to the application demonstration of new technologies and new models. Fuel cell vehicles have unique technical characteristics and can be used as a powerful supplement to pure electric vehicles in suitable scenarios. This demonstration focuses on promoting the industrial application of fuel cell vehicles in the field of medium and heavy commercial vehicles, and leans towards heavy trucks. Demonstration urban agglomerations should identify and rely on application scenarios to continuously reduce the purchase and operation costs of fuel cell vehicles, that is, to explore effective business operation modes.
The most noteworthy thing is the second article: the joint declaration of urban agglomerations "takes enterprises as the link", and encourages the relevant cities where enterprises are located to jointly declare, rather than simply dividing them according to geographical proximity or administrative regions; The subsidy policy no longer emphasizes the limitation of the number of development areas, and the threshold for declaration will be lowered to a certain extent.
This probably means that: (1) "Urban Agglomeration" can cross the division of provincial administrative regions without being composed of twin cities in the same province. The Ministry of Finance encourages cooperation among cities based on industrial chains, rather than simply restricting the declaration areas of demonstration cities, so as to prevent all localities from rushing headlong into action. The fuel cell industry will not only be a game between rich areas and resource-based areas, but also backward areas will have the opportunity to participate in this industry and even play a certain role in poverty alleviation when the "flooding" is cancelled.
This is a great blessing for a city like Huanggang, which is "congenitally deficient"-as long as there are several outstanding leading enterprises investing in the local area, they can try to form urban agglomerations with other cities where the enterprises are located to declare.
From the policy point of view, breaking administrative divisions is undoubtedly a huge reform, which may have a huge impact on the fuel cell industry and the automobile industry. Hydrogen cloud chain believes that this is in line with the spirit of marketization and fairness of automobile industry policy, which is conducive to breaking administrative barriers and local protection and promoting the healthy development of the industry. At present, the information reported by urban agglomerations is basically composed of twin cities in the province, such as Shandong and Guangdong, and there is no inter-provincial urban combination. After the policy restrictions are lifted, all localities need to innovate in their thinking.
On the other hand, Hydrogen Cloud Chain believes that China needs to explore profitable and replicable business models and accumulate management experience.
