The provisions of the Archives Law on the construction of archives informatization refer to various forms of historical records, such as words, charts, audio-visual and so on, which are directly formed according to the past and present economic, political, cultural, social, ecological civilization, military, diplomatic and scientific activities of organs, groups, enterprises, institutions and other organizations and individuals, and are of preservation value to the country and society.

The promulgation and implementation of the new archives law is of great historical significance to continuously strengthen the modernization of archives governance system and governance capacity and provide a strong legal guarantee for the high-quality development of archives in the new era.

Electronic documents should be reliable in source, standardized in procedures and compliant in elements. Electronic files have the same effect as traditional carrier files and can be used as vouchers in electronic form. Measures for the administration of electronic archives shall be formulated by the national archives department in conjunction with relevant departments.

Thirty-fifth people's governments at all levels should incorporate the informatization of archives into the informatization development plan, and ensure the safe preservation and effective utilization of archival digital resources such as electronic archives and digital achievements of traditional carrier archives.

Archives and organs, organizations, enterprises, institutions and other organizations shall strengthen the construction of archives informatization and take measures to ensure the safety of archives information. Forty-second departments in charge of archives may, in accordance with the provisions of laws and administrative regulations on archives management, conduct the following inspections on the archives of government organs, public organizations, enterprises, institutions and other organizations:

(a) the implementation of the archives work responsibility system and management system;

(two) the use of archives, facilities and equipment configuration;

(3) the management of archivists;

(four) the collection, sorting, storage and utilization of archives;

(5) Archives informatization construction and information security;

(six) to supervise and guide the archives work of subordinate units. Thirty-ninth electronic files should be handed over to the archives through the network or storage media that meet the requirements of safety management.

Archives should detect the received electronic documents to ensure the authenticity, integrity, availability and security of electronic documents.
