What is the method of government procurement?

Procurement methods can be categorized according to the scope of the tender into open tender procurement, selective tender procurement and restricted tender procurement. The world trade organization's government procurement agreement is according to this method of classification of government procurement methods. The connotation of the various methods of solicitation is detailed in Chapter IV of this book.

By whether the nature of the tender, can be divided into two categories of procurement methods: tender procurement and non-tender procurement. Procurement amount is one of the important criteria for determining the tender and non-tender procurement. Generally speaking, procurement projects above a certain amount should use tendering procurement methods; procurement projects below a certain amount should use non-tendering procurement methods. Non-tendering procurement refers to procurement methods other than tendering procurement methods.

Purchases above a certain amount generally require the use of tender procurement methods, but in some cases, such as the need for urgent procurement or a single source of procurement, the tender method is not the most economical, the need to use procurement methods other than the tender method. In addition, procurement methods need to be specified for substantial procurement activities below the solicitation threshold. There are many non-tendering procurement methods, the main ones usually used are: domestic or foreign procurement by request for quotations, single-source procurement, competitive negotiation procurement, self-employed works and so on.

Single-source procurement that there is no competition for procurement, it refers to the amount of competitive bidding procurement standards, but the source of the goods purchased from a single source channel, or is patented, the first manufacturing, contract additions, the original project, such as the subsequent expansion of special circumstances. In this case, only one supplier can supply.

By procurement scale classification division will be divided into small purchase, batch procurement and large procurement. Small purchases are purchases of piecemeal items that do not have a high unit price or a large quantity. Specific procurement methods can be purchasing by requesting quotations, or purchasing directly from stores or factories.

Procurement methods can be divided into traditional procurement methods and modernized procurement methods according to the means of procurement used. The traditional procurement method is to rely on human resources to complete the entire procurement process of a procurement method, such as through newspapers and magazines to open the procurement information, the procuring entity and suppliers directly involved in the procurement of each link of the specific activities and so on.

Government procurement method refers to the methods and means used by the government to achieve the procurement objectives. China's "Government Procurement Law" stipulates that China's government procurement methods are: open tendering, invitations to tender, competitive negotiation, single-source procurement, request for quotations and other procurement methods recognized by the State Council's government procurement supervision and management department. Open tendering shall be the main procurement method of government procurement.

Establishing the government procurement method is an important part of the establishment of the government procurement system. In government procurement activities, the first need to choose the appropriate procurement method according to the nature of the procurement project, characteristics and conditions of application of various procurement methods. Generally speaking, bidding procurement is the most important procurement method and occupies a high proportion in government procurement in various countries. Many procurement projects through the tender to complete, but the special nature of the project needs to use other appropriate ways of procurement, in order to make the procurement economic and effective.

So, it is necessary to apply the conditions and scope of application of the various procurement methods and their procurement procedures and the corresponding management of the detailed and accurate regulations, in order to improve the operability of the various procurement methods, to promote the effective development of government procurement activities, improve the efficiency of government procurement.
