Because on the second day of the second month of the lunar calendar, most parts of China are affected by the monsoon climate, the temperature rises, the number of hours of sunshine increases, and the rain gradually increases.

The folklore version: every second day of the second month of the lunar calendar, is in charge of clouds and rain in the sky of the day of the Dragon King; from then on, the rain will gradually increase up. Therefore, this day is called "Spring Dragon Festival".
