Background

In 1998, due to days of heavy rainfall, the Yangtze River basin experienced the largest flood since 1954. And in the process of flood relief, the People's Liberation Army (PLA) used its own body to resist the flood. And "For Whom It May Concern" was written to commemorate and glorify the heroes who defied the flood in 1998. Zuhai hopes to express his heartfelt reverence to the relief heroes in this unique way.
