What is Tao Xingzhi's pre-school education thought?

During the period of 1903, the Qing government promulgated the Charter of the Nursing Home and the Charter of the Family Education Law, which brought preschool education into the academic system for the first time.
However, this educational system, based on the Japanese educational system and guided by "middle school as the body and western learning as the application", does not give preschool education its due status, but only regards foster families as an accessory to family education.
Moreover, the teachers in nursing homes are well-trained nurseries, and these women with extremely low educational level and strong feudal ideas cannot undertake the function of educating preschool children in nursing homes. By the 1920s and 1930s, these conditions had not been effectively changed, and Tao Xingzhi loudly paid attention to the development of preschool education.
